BUSINESS MEETING
1. ROLL CALL
The City Council met in session on this date at 2:00 P.M. in the Council
Chambers of City' Hall,_ Yakima, Washington. Mayor Henry Beauchamp,
presiding, Council members Barnett, 'Pat Berndt 'Lynn Buchanan,
Lynn Carmichael, and Jerry Foy present on roll call. City Manager Zais,
City Attorney Vanek, and City Clerk Roberts also present. Council member
Bernard Sims absent and excused.
2. INVOCATION
The Invocation was given by Mayor Beauchamp.
3.' OPEN DIS FOR THE GOOD OF THE ORDER •
Council_,menber Barnett stated he has. a. copy of the Final EIS " Disposal of
Hanford Defense High Level Transuranic and Tank Wastes, which he will
pla in the Council'`s Office for Council member review: stated the
Northwest Citizens of Defense Waste - Committee, - of'which he is a member,
will review it and make a statement to the Department of Energy on it
within the 30 day comment period.

Council member Carmichael brought up for discussion an issue - regarding
the of Yakima as a four year class operation in conjunction with
the''State" college network. She suggested Council send letters to the
Governor and State legislators asking that they not act hastily' on the
recoMMendation that will come to them in "February, as well as send
letters to Dr. Garrity, Central Washington University, and Chuck Collins,
Chairman of ' the Comnnittee, to urge the-Commission look at Yakima as an
extension of those facilities. It was MOVED by Barnett, seconded by Foy,
to write a letter to the appropriate legislators and Chuck Collins,
expressing our sentiments as a 'Council. Unanimously` by voice
vote. Sims absent. '
Council member Buchanan asked about information he had heard concerning
the Mayor calling a meeting with the Army and encouraging the Army to not
work out of the Yakima airport. Mayor Beauchamp indicated he was not
aware of any meeting. Council member Barnett stated there•maybe some
confusion and reported the Armed Forces Liaison Task Force of the Chamber
- of Commerce had a meeting with- the chairman of the Airport Board, Bill
Almon, Colonel Hill, and a couple of Chamber members in order to discuss
the petition Mr. May is',circulating to stop the helicopters from flying
- over the- City - of Yakiiria._ He stated' =tie doesn't think it has anything to do
with what Council member Buchanan was talking about. He stated Mr. Almon
: indica`ted that:should the petition be submitted to the City, it should be
referred - - to'-- -the :- Airport s - Board. It was - the :general consensus... of the
Council that this issue should be addressed because there is mis-
information which to be clarified.
Council member Carmichael commented .she' received- material from the
National League of Cities, entitled "Election '88 ", intended to get our
legislative representatives in Washington, D.C., and those running for
president to recognize that investing in "hometown America" is a positive
thing to do. She stated in addition to this, in Washington State, they
were talking about investing in "hometown" Washington for those running
next year for any type of state government office, so they will recognize
cities are partners in the delivery of services. She stated she would,
leave these brochures in the Council's office.
4. CONSENT AGENDA
Mayor Beauchamp referred to the items placed on the Consent Agenda,
questioning whether there were any additions or deletions from either
Council members or citizens present. It was the general consensus of the
Council to add It No. 12 to the Consent Agenda, as requested by Council
member Foy, and delete Item No. 14, as requested by Council member
Barnett. The City Clerk then read the Consent Agenda items, including

resolutions and ordinances by title. It was MOVED by Carmichael, seconded
by Buchanan, that the Consent Agenda,' as read, be passed. Unanimously
carried by roll call vote. Sims absent. (Subsequent paragraphs preceded
by an asterisk ( *) indicate items on the Consent Agenda handled under one
motion without further discussion.)

6. REPORT FROM DEPARTMENT OF COMMUNITY & ECONOMIC' DEVELOPMENT REGARDING
PETITION FILED BY LLOYD MULLANIX FOR COMMUNITY CLEAN -UP AND ENFORCEMENT
Robert�'Shampine, Code Administration Manager, reported. that. after looking
at copies of ordinances obtained from cities' across the nation he did a
survey of our city and about 35 % -70% of the property would not have passed
one of these ordinances and out of those, about 90 % -95% is in the. low
income area. Lloyd Mullanix, 623 No. 6th Avenue, commented he did not
thinkf $70;000- ' to' hire two inspectors was too much money. He stated he
:I thought he, could. help •people organize volunteer groups from their
neighborhood churches to help those people who are financially unable to
do some of the needed repairs to their homes and yards. Council members
discussed with Mr. Mullanix the difficulty of trying to regulate civic
pride. Council member Carmichael referred to the ,numerous ordinances in
existence which regulate littering, vehicle hulks, removal of debris after
a fire, hazardous debrisf -and vegetation, sidewalk • repair, and snow and ice
renoval, and commented she believes.' these ordinances: are adequate to
' address' 'the .problems that concern . Mr... Mullanix, . She further stated she
thought additional emphasis could be given -to ' the Spring Clean and Green
Program and get volunteer groups to help senior citizens. Mr. Mullanix
expressed his concern that this program • would not compel people to clean
up their property. Following further discussion, it was MOVED by Foy,
seconded by Carmichael, to accept the staff report. Unanimously carried
by voice vote. Sins absent. Mayor Beauchamp thanked Mr. Mullanix for
.expressing- his concerns" to the Council. .

the City Manager and City Clerk of the City of Yakima to execute a

January. 12, 1988 was set as the date of public hearing 'to consider
termination of the eastside annexation petition.. _

12. CONSIDERATION OF AN ORDINANCE ADOPTING THE 1988 BUDGET
ORDINANCE NO. 3066, ANaORDINANCE adopting a budget for the' City, of, Yakima,
Washington, for the year 1988; and appropriating . funds for estimated
expenditures. -
*13. CONSIDERATION OF AN ORDINANCE IMPOSING A WATER /SEWER AND REFUSE TAX ON
CITY-OWNED. : UTILITIES
ORDINANCE . NO. 3067, AN ORDINANCE relating to public ._services and
utilities; imposing a water /sewer tax and refuse tax on City owned
utilities ' •and fixing therates of tax; and amending , Sections 7.64.010 and
7.64.020 of the City of Yakima Municipal Code. -
*14. CONSIDERATION OF ORDINANCES INCREASING FEES FOR CERTAIN CEMETERY SERVICES
A. CEMETERY LOTS .
Referring to page three of the ordinance, Council member Barnett asked if
there is a contradiction between listing a charge for double deep lawn
crypts and the statement that only one interment is allowed in any grave.
Jerry Copeland, Director of Public Works, stated that is a contradiction
and staff will bring back another ordinance later to rectify it. After
discussion regarding the timing of the amendment, it was the general
consensus of the Council to defer this item until staff can bring back an
amended version.
ORDINANCE NO. 3068, AN ORDINANCE relating to funds and accounts;
specifying the amount of the charge to be paid to the Cemetery Trust Fund
for endowment care; and obligating the City with respect to such fund and
with respect to cemetery maintenance; and amending Section 3.04.050 of the
City of Yakima Municipal. Code.
*15. CONSIDERATION OF AN ORDINANCE AMENDING THE CLASSIFICATION AND COMPENSATION
PLAN FOR CERTAIN EMPLOYEES (AFSCME, POLICE AND MANAGEMENT) .
ORDINANCE -NO. 3069, AN .ORDINANCE relating to City personnel; adopting a
classification and compensation plan for City employees to be effective
January 1, 1988; amending Subsections 2.20.100 A and 2.20.100 B,
2.20.110 A, 2.20.110 B, 2.20.110 C, 2.20.110 D, 2.20.110 E, 2.20.100 F,
2.20.110 G, and 2.20.110 I, all of the City of Yakima Municipal Code, and
declaring an emergency.
*16. CONSIDERATION -'OF AN. ORDINANCE REZONING PROPERTY AT 501 WEST WASHINGTON
AVENUE, AS INITIATED BY THE COUNCIL AND REQUESTED BY NEIL BUREN
ORDINANCE NO. 3070., AN ORDINANCE affirming' -the .Hearing Examiner's
recommendation to rezone property in the vicinity of 501 West Washington
Avenue, and amending the zoning map of the City of Yakima.

A. AN ORDINANCE APPROPRIATING FUNDS FOR HAZARDOUS WASTE DISPOSAL
An Ordinance appropriating funds for hazardous waste disposal having been
read by title only at the previous meeting, was brought before' the Council
for a second reading.
ORDINANCE NO. 3071, AN ORDINANCE amending the 1987 budget for the City of
Yakima; and making an appropriation in the Risk Management for expenditure
during-1987.-
;B: AN- ORDINANCE AMENDING THE HEALTH - BENEFIT' RESERVE FUND .;
An Ordinance appropriating funds into the 'Health Benefit Reserve Fund
having been ready title only at'the ;previous meeting, was brought before
III the Council for a second reading.
ORDINANCE NO. 3072, AN ORDINANCE amending the 1987 budget for the City of
Yakima; and making .:an appropriation in the Risk Management for
expenditure during 1987.
19. OTHER BUSINESS .
.Mayor Beauchamp: recognized the presence of-Richard and Benjamin Hallman
in the audience , today. He stated 'they .came to talk with: him about a
skateboard facility and_decided find. out how'the City operates.
