HomeMy WebLinkAbout11/24/1987 Adjourned Meeting • 178 • NOVEMBER 24, 1987 • 'ADJOURNED MEETING - BUDGET REVIEW • • The City Council met in session, on this date at 9:.00,a.m. in the Council Chambers. of City Hall,_ Yakima, Washington.. c until members present were Mayor Beauchamp; Pat- Berndt, Lynn Buchanan, and Lynn Carmichael. Council members . Clarerice Barnett, Jerry -Foy-, -and Bernard Sims absent and excused. Staff members, were City Manager Zais, Director of Finance and Budget. Hanson, ..Accounting. Manager Wheeler, and City Clerk Roberts. The Invocation - was given by Mayor Beauchamp.. . CITY MANAGEMENT , . City Council • . - City - Manager - Zais - canmented that - light of Council's discussion last week, the budgets for YMATS and COG will be transferred from the Council's miscellaneous line it to an Intergovernmental account. Referring Account 430, Council member Carmichael asked how much money was spent on hosting the AWC'Conference. -- Accounting Manager Wheeler stated'tYiat money -was transferred into the tourist promotion account and out df a total $1600, $787 was spent as of October 20th. Council member Carmichael suggested, ,reinstating that $600 into 'Council's travel account. She commented it was transferred last 'year" because the conference was in Yakima, however, that conference will be held in Tacoma in 1988, resulting • in - increased. 't "ravel cost -- It was MOVED by Carmichael, seconded by Buchanan, to reinstate the'$600 back to Account 430, raising it to $4500. Unanimously carried by voice vote. Barnett, Foy and Sims absent. LEGAL City Attorney Vanek was present to respond to Council's inquiries regarding costs for indigent defense, Account 410, Professional Services, and the proposed intern position for 1988. CITY MANAGEMENT City Clerk • City Clerk Roberts was available to respond to Council's inquiries regarding the records management program and publication costs. It was the general consensus of the Council to request the City Clerk to cane back after the first of the year with a report on records management, including destruction and disposition of inactive records, and protection of the City's permanent records. Personnel City Manager Zais distributed a summary of 1987 labor negotiations professional services costs. Sheryl Smith, Employment and Training Specialist, (formerly Acting Personnel Director) and Archie Sutton, Personnel Officer, were present to respond to Council's questions • regarding a proposed wellness program and the cost of medical claims. Purchasing Jean Reid, Purchasing Agent, was present to respond to Council's questions. There was a brief discussion regarding the responsiveness to the City's bids and quotes. FINANCE DEPARTMENT General Accounting and Treasury • Robert Wheeler responded to the Council's inquiries regarding these two Finance divisions. There was a brief discussion regarding the authorized personnel in General Accounting for 1987 and 1988 and the City's investment program. • 179 • NOVEMBER 24,, 1987 ADJOURNED MEETING - BUDGET REVIEW • Information Systems Rick Pettyjohn, Information Systems Manager, distributed handouts listing the PRIME applications by primary administrators, a micro • computer system 'inventory and a computer user. terminal inventory. He responded to Council's inquiries regarding the equipment listed on page - 78 of the budget and capital outlay requests listed on pages 79 -80. There was a brief discussion regarding the copy machine and FAX machine ' listed as capital outlay requests in the Copy Center budget. Customer Service John Hanson stated last Friday 'Council was provided with a- supplemental memorandum from Bert Tabayoyon,_Customer Services Manager,'regarding the :budget for animal .control.. , Bert Tabayoyon responded to Council's questions regarding the dangerous dog and pit bull ordinances. There was discussion regarding the proposal from the Humane Society to assume all responsibility for animal control enforcement and licensing activities for the City for a direct cost of $94,000 per year. ,Council member Carmichael expressed concern about losing direct,control over the animal control personnel and yet retaining the liability. She'canmented the animal control .officers have certain police powers and was_ concerned about trans_ferring' 'those powers to - non -City , employees . City Manager Zais state3'that the Humane Society's proposal will be added as a major - policy issue during the budget wrap -up. Council member Carmichael suggested the after -hours calls be transferred (forwarded) into the Police Department to be answered, rather than using the current system of the recorded message giving phone numbers to be called. There was a brief discussion regarding the number of violations for parking in a handicapped stall without the necessary permit. Council members spoke in support of the concept of the policy issue on placing monetary penalties for violation of animal control ordinances. Special Funds Council member Carmichael asked if there had been any recent review on the feasibility of establishing a City. District Court. Mr. Hanson stated two years ago staff reviewed this` possibility and continues to monitor the cost increases. Referring to Fund 621, City Manager Zais commented that on the advice of the City's bond counsel, to avoid possible violation of the arbitrage rules due to the size of the LID reserves, a transfer of $174,675 each to the Risk Management Reserve and General Contingency funds will be made. City Manager Zais also commented this is the final year for FRS usages. He commented that $60,000 from the FRS Fund is being used for cemetery operating, which • will be another potential impact on the Parks Department budget in the future . It was the general consensus of the Council to recess at 12:00 Noon until 1:30 p.m. The meeting reconvened at 1:35 p.m. with four Council members in attendance. Council members Barnett, Foy and Sims absent. • INTERGOVERNMENTAL • Council reviewed the proposed budgets for the Health District, Emergency Services, Library and Clean Air Authority. Referring to the contributions to the Library, City Manager Zais stated that for the last several years, the City has been increasing its level of funding at a 7% growth rate, which is not at the same level as other contributors to the library. He stated staff looked at that this year and recommends a 9% increase. Referring to the budget for the Clean Air Authority, Council members discussed the problems of enforcing wood stove violations. 180 NOVEMBER 24, 1987 ADJOURNED MEETING - BUDGET REVIEW BONDED DEBT City Manager Zais referred to pages 488 and 490, canmenting that these are the bonds that were issued for the Yakima Center and parking lots, and in the future, as a result of our agreement with Yakima County we will no longer be receiving the motel tax proceeds. We will receive $140,000 fran the County at the end of this year and the interest will be used to pay off the remaining bond debt. Council member.. Carmichael requested that this information be footnoted in the budget next year.
