Chambers of City Hall, Yakima, Washington. Mayor Henry Beauchamp, presiding,
Council members Clarence Barnett, Pat Berndt, Lynn Buchanan, Lynn Carmichael,
Jerry Foy and Bernard Sims present on roll call. Acting City Manager
Stouder, City Attorney Vanek, Acting City 'Clerk Toney and Department
Assistant III Irene Barber also present.
2. INVOCATION
•
The Pledge of Allegiance was led by Council member r Buchan nf.
•
3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
•
.It was MOVED by Barnett, seconded by Foy, to accept the.letter:of resignation
from Judge Nicholson who has been serving on the Yakima Bicentennial
Constitution Cumnittee, and to-accept this recommendation to appoint Judge
George Colby as his replacement. Unanimously carried by voice vote.
Mayor Beauchamp explained-in 1986 Mayor - Barnett, sent two City of Yakima
Centennial coins to Astronaut Francis R. (Dick)-.Scobee, to carry with him
into space. Council members Barnett and Lynn Buchanan represented
the Council recently: to accept a plaque from the National Aeronautics and
Space Administration, in commemoration of the Challenger's flight. The two
coins, ' which were part of Flight Kit \ aboard --the ,."Challenger" .
January 28, 1986, have been.placed in 'this plaque which is displayed on a
wall in the:/Council Chambers.

Mayor Beauchamp , informed the' Council .members—there: have ,been inquiries
whether Yakima would be interested in having a Sister City from the soviet'
Union. Council member Carmichael commented the City Council does not have
any money to sponsor a relationship; Yakima already has two Sister Cities
(Itayanagi, Japan and Keelung, China), and she would like to see more
involvement with these two Cities. Council member Foy -recommended the Soviet
Union be notified we have two sister Cities,- and if it is an inquiry for an
exchange of students to have them contact the Rotary Club or the schools.
4. CONSENT AGENDA
Mayor Beauchamp referred to the items placed on the: Consent Agenda,
questioning whether there were any. additions or deletions from either Council
members or citizens present. It was the general consensus of the Council to
remove Item No. 14 from the Consent Agenda and present it at a later time.
Council member_,, requested Item No: 8 be added to the Consent Agenda. •
Council member Carmichael requested .Itan'No. 12 be added to the Consent
Agenda, if there were no changes or discussion. Glenn Rice, director of
Cuuu«unity. and Economic Development responded Item No. 12 had to do with the
Zoning Amendments ' arid Council 'member Ba discovered clarification to
space utilization for parking was left out of the earlier discussions with
the joint board. Council member Barnett reported_he has corrected this with
the County and City staff, so thi item can be placed - on the' e - Consent Agenda.
He explained the change was to delete the words "stairways and elevators"
from the "Gross Floor Area ". Mr. Rice reported in the second issue under
Item No. 8, the computer • left.. off the , percentage, , which,, was brought to
staff's attention by Council me mber - "Buchanan; - - and` staff has corrected it.
The Acting City Clerk then read the Consent Agenda items, including
resolutions and ordinances by title. It was MOVED by Carmichael, seconded by
Sims, that the Consent Agenda with the exception of Item No. 14, as read, be
passed. Unanimously carried by roll call vote. (Subsequent paragraphs
preceded by an asterisk ( *) indicate items on the Consent Agenda handled
under one motion without further discussion.)
* 5. APPROVAL OF MINUTES OF THE COUNCIL MEETING OF APRIL 21, 1987
The Council minutes of April 21, 1987 were approved, having been duly
certified accurate by two Council members and no one present wishing to have
said minutes read publicly.

6. AUDIENCE PARTICIPATION'. -
in Skone, Planning Supervisor reported he attended the Awards Program of the •
Joint Spring State Planning Conference in Bellevue, Washington in May 1987.
He presented a merit award to the City Council which was the first
City /County joint award from the Planning. Association of..Washington and the
American Planning Association for the Urban Area Zoning Ordinance.
Kirk Giiday, 13 North 76th Avenue, Yakima, President of. the Yakima sunfair
' Association, presented a plan for a "Sunfair Park" on the Newberry's site
(Yakima Avenue and North Third Street). He explained, this would be a
. temporary park: until a. permanent use of the land has been developed. It
would - -be used :as a central point during the" sunfa'ir activities. Construction
is to begin shortly and Mr. :Gilday asked for the City Council's support
syaing he feels their input is needed. - He presented an architect's rendering
of the plan by John Freeborn.' The city - would ' have , the use of this property
for 18 months and there are volunteers who would provide the maintenance of
' this "(park. The Council members= 'were in agreement,' this : is a good plan, and .
the Sunfair Association and Mercy Enterprises';are to be' commended.

The report from the Director of Finance and Budget dated May 19, 1987,
regarding the investments of the City of Yakima, was accepted and approved.
* 12. CONSIDERATION OF AN ORDINANCE AMENDING THE TEXT RELATING TO THE URBAN AREA
' ZONING REGULATIONS (MATERIAL AVAILABLE MONDAY)
ORDINANCE NO. 3019, AN ORDINANCE relative to zoning; amending the Yakima
Urban Area Zoning Ordinance; modifying definitions; limiting the level of
review for some uses; deleting Class (2) review for Class (1) uses along
•arterials; amending Table 4 -1, Table of Permitted Land and Table 4 -2,
.Table of Permitted Home Occupations; clarifying the minimuw lot size
requirements in the overlay districts and in areas not served by public water
and sewer; amending the design requirements and standards in Table 5 -1 and
the subdivision requirements-in Table 5 -2; amending provisions for off - street
parking,, sitescreening- and signs; repealing, provate road standards;
clarifying the purpose and intent of the administrative adjustment section;
. reducing the review requirements for some master applications; adding new
categories in the fee schedule; adjusting the review times for the various
stages of (2) review; extending the .amount of time the Hearing Examiner
has to issue his . decision on an appeal; reducing the review time for
expanding certain nonconforming structures; amending the criteria for

13. CONSIDERATION OF AN ORDINANCE AMENDING THE 1987 BUDGET AND APPROPRIATING
FUNDS REGARDING THE SUNFAIR FLOAT FOR TOURIST PROMOTION (SECOND READING)
An Ordinance appropriating funds regarding the Sunfair Float for tourist
promotion having been read by title only at the April 28, 1987• meeting, was
brought before the Council for a second reading.
ORDINANCE NO. 3020, AN ORDINANCE amending the 1987 budget for the City of
Yakima; and making an appropriation in the Capital. Improvement Fund for the
Convention Center #370 for expenditure during 1987.
The Ordinance having been read by title, it was MOVED by Carmichael, seconded
by Buchanan to approve the Ordinance. City Attorney John Vanek explained a
state law requires one vote more than a majority of all those present so he
interprets it to be a vote of five for a majority on this appropriation
ordinance. Motion failed by 4 -3 voice vote. Barnett Foy, and Sims voting
nay. The Council members reviewed the amount. for construction, maintenance
and transportation of the sunfair float. It was MOVED by Berndt, seconded by
Carmichael to amend the appropriation from $12,865 to $6,500 for construction
of the sunfair float. Council member Carmichael explained the money is to
come out of the Convention Center reserve fund, to be supported by the City's
hotel and motel room tax. Unanimously carried by majority vote. •It was
MOVED by Foy, seconded by Barnett to .reconsider the previous ordinance
regarding the Sunfair float. Unanimously carried. by voice vote. It was
MOVED by Berndt, seconded by Barnett to amend the Ordinance, replacing the
amount of $12,865 with the amount of $6,500. Unanimously carried by voice
vote.
* 14. CONSIDERATION OF AN ORDINANCE AMENDING THE CLASSIFICATION AND COMPENSATION
PLAN FOR CERTAIN EMPLOYEES RELATING TO CLASSIFICATION STUDIES
ORDINANCE NO. , AN ORDINANCE relating to City personnel; adopting a
classification and compensation plan for City employees to be effective June
21, 1987; amending Sections 2.20.100 A., 2.20.100 C., 2.20.110 A., and
2.20.110 F., all of the City of Yakima Municipal Code.
