ADJOURNED MEETING
•
The City Council met in session on this date at 7:00 a.m. at the Holiday
Inn for the purpose of meeting with representatives from Kasprisin Design
Group "and Bucher, Willis and Ratliff discuss the CBD economic market
analysis report.
Council members present were Assistant Mayor Clarence Barnett, Pat Berndt,
Lynn Buchanan, Lynn Carmichael and Bernard Sims. Mayor Henry Beauchamp
and Council member Jerry Foy absent and excused. Staff members present
were Assistant City Manager Stouder, City Attorney Vanek, Director of
Cumunity & Economic Development Rice, and City Clerk Roberts. Fire Chief
Beeson present after 7:15 a.m. Also present were Ron Kasprisin, Kasprisin
Design Group, and Doug Johnson,. Bucher, Willis and Ratliff.
Assistant City Manager•Stouder reported that Steve Lewis, Bucher, Willis
and Ratliff, is unable to be present at this meeting and Doug Johnson will
make the presentation on the CBD economic market analysis. He stated this
is the economic component of the downtown study, which was financed by the
business community:
Doug Johnson explained their job was to establish some perameters in what
to do in the downtown, .and give_ some _direction on how it should be
progressing in the future. He reported the downtown area is doing
reasonably well at this time, however, the market share is gradually
eroding. He_ stated the first step in their . work . was to define . the market
area as a downtown and for the City as a whole. He reviewed a chart
indicating the sales potential for the City and County. The next chart he
reviewed showed the retail ma_rket,::capture_ categorized by items purchased,
indicating the percentage of sales in Yakima County, City of Yakima,• and
the downtown area, for 1984 and 1985. Mr. Johnson reviewed the third
chart showing the downtown retail growth potential through 1996. The
fourth chart Mr. Johnson reviewed in greater detail was one on the
economic development strategies for the CBD area. He. stated there are
three alternatives; one would be to maintain the market share with a goal
to stop the erosion of the market share; two, would use the CBD area as a
focal point, making the downtown a focal point for the entire region, but
not just for shopping; and the third alternative would involve major
business expansion. Council member Barnett requested clarification of a
statement implying the businesses would not be penalized by being taxed.
Mr. Johnson stated the context of the statement referred to by
Council member Barnett was to encourage property owners to upgrade their
building facades. He stated the intent was to find things the local
property owner could do which was not the responsibility of the City. He
stated they were trying to encourage the businesses to beautify their
buildings and not have the County Assessor raise their taxes simply
because the buildings.were beautified. Council member Barnett suggested
this point be taken to the County. (Council member Barnett absent after
8 :09 a.m.) Mr.'Stouder stated this kind of detailed meetings will be held
throughout the Alternatives Week with the local businessmen. Mr. Stouder
distributed to Council members Carmichael, Sims, Berndt and Buchanan
copies of the preliminary CBD Market Share and Regional Economic Base
Study, May 1987 report prepared by Bucher, Willis and Ratliff, (Council
members Sims and Berndt absent after 8:10 a.m.)
There being no quorum present, the meeting adjourned at the hour of
8 :10 a.m.
