' at the Restaurant at the Airport for a luncheon meeting with'the Yakima Air' Terminal Board. Mayor Henry Beauchamp presiding, 'Council members Clarence' Barnett,' Lynn Buchanan, Lynn Carmichael and Bernard Sims present. City Manager Zais and -Assistant City Manager Stouder' also present. Council member Pat"' Berndt absent and excused. Yakima Air Terminal Board members present Chairman Bill Almon, Don Hakala, Don Heinen, Melinda Pull'ium and John 'Following discussion regarding various airport' issues, it was MOVED by Foy,' seconded by Barnett, the meeting be adjourned at the hour of 1:15 p.m. Unanimously carried by voice vote. ROLL CALL The City Council "met in session on' this date at 2:00 P.M. in the Council Chambers of City 'Hall, Yakima, Washington.' Mayor Henry Beauchamp,` presiding, Council members 'Clarence Barnett, Lynn Buchanan, Jerry Foy and Bernard Sims present on roll call. City Manager Zais, City Attorney Vanek, 'Ci'ty Clerk'Roberts and Deputy City Clerk Toney also present. Council members Pat Berndt - and Lynn Carmichael absent and excused. • 2. INVOCATION The Pledge ,of 'Allegiance was led by Council member Clarence Barnett. ,, 3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER Council member Foy complimented Code Manager Bob Shampine for the article that appeared in the Yakima Herald Republic recently. The article - emphazises` removal of yard sale and garage sale signs, etc. that have been placed on utility poles and /or street signs and bus signs. Mr. Foy commented judging from the number of signs that have been removed by the Code Inspection Department, the program is. ' ageing well received., '• _ _ _ Council member Barnett commented on the irrigation assessment billing. procedure,_ stating it was his understanding that due to the Privacy Act the billings would be enclosed in sealed envelopes. questioned when this procedure would be implemented. Mr. Hanson responded that the water, sewer and refuse billings are mailed in envelopes, however, it was staff's intent to continue billing the irrigation assessments on post cards as has been past B -3 - APRIL: 7,, 1987 • 33 • ',. practice. Mr. Hanson responded the cost to mail post cards is eight cents versus twelve cents for the bulk rate on envelopes.' •:He' stated- he would take this under advisement. 4. FILM PRESENTATION BY THE YAKIMA CONSTITUTION BICENTENNIAL COMMITTEE; "THE MAKING OF AMERICA" • `Mel ''Adams,`••Co- Chairman of the Yakima - Bicentennial Committee introduced committee members Winifred Sinclair, Florence Hay and Helen Turnell to the City Council. A portion of a film presentation, "Let's Get,„It, >Back, ,America.',' was then viewed by Council members, after which:Mr. Adams that weekly classes . are held at.,the Central Lutheran Church on the U.S. Constitution. Florence. Hay distributed copies of the Declaration of Independence and the Constitution of the United States of America to Council members, advising that copies of these booklets will be made available to anyone desiring them. 5. REPORT FROM TRANSIT DIVISION REGARDING ADVERTISING PROGRAM • It was MOVED by Foy,.seconded by Buchanan, to table this item at the request of Council members Berndt and Carmichael who are not present today and reschedule it for the next meeting. Unanimously carried by voice vote. Berndt and Carmichael absent. • 6. REPORT FROM DEPARTMENT OF FINANCE.AND BUDGET REGARDING FIVE -YEAR FORECAST OF GENERAL GOVERNMENT REVENUES AND EXPENDITURES Prior to discussion of this item, City Manager Zais stated Council received copies of the Final Budget for 1987 and Budget Summaries today and announced copies are available for the news media and • members of the audience. Mr. Zais stated the following report is an update of the Capital Improvement Program for the City of Yakima which was done two years ago, And will be used as a document for planning purposes. He stated if trends continue as they appear to be established at this point, the budget can be balanced in 1988 with existing revenues and expenses, including carryover cash, but that starts to erode commencing in 1989. Council member Barnett referred to Exhibit 1, page 1, stating incorrect figures had been carried forward to page 3, thus rendering the report erroneous. Budget Analyst Chuck Greenough stated Mr. Barnett's observations are correct, the report is in error. He further explained that the report is prepared on a "spreadsheet" and staff inadvertently neglected to change the revenue totals for 1991 and 1992, resulting in the erroneous ending balance for those two years. Director of Finance and Budget John Hanson commented this information will be presented to Council in May as part of the City's Capital Improvement Program (C.I.P). It was MOVED by Foy, seconded by Barnett, to refer the report back to staff for corrections. Unanimously carried by voice vote. Berndt and Carmichael absent. Council member Barnett clarified the intent of the motion is to have the corrections appear in the CIP May report. 7. OTHER BUSINESS None • 8. EXECUTIVE SESSION REGARDING PENDING LITIGATION It was MOVED by Buchanan, seconded by Foy, to adjourn to Executive • Session for approximately 45 minutes to discuss pending and prospective litigation, followed by : immediate adjournment. Unanimously carried by voice vote. Berndt and Carmichael absent. 9.
