ROLL CALL - t The City' Council - met in session on this - date , at 2:00 P.M:' in the Council Chambers - of City Hall, Yakima, Washington. Mayor Henry Beauchamp; presiding, Council members Clarence Barnett, Pat Berndt, Lynn Buchanan, Lynn Carmichael, and Bernard Sims present on roll call. City Manager Zais, Acting City Attorney Vanek, City Clerk Roberts and "Deputy "City Clerk Toney also present. Council member Jerry absent'and excused. 2. INVOCATION . 'Reverend Hurst stated' the• closing Of the pool would be deVasting to the ,southeast- community. He indicated busing young people from the.'`southeast area A'hil1 only cause problems "in another. conuriunity. REPORTS FROM TRANSIT DIVISION: *A. SIX WESTSIDE LOOP ROUTE The report from the Department of Public Works, dated March 12, ' *1987; regarding the status of the. REPORTS FROM PERSONNEL DIVISION *A. 1986 YEAR -END SAFETY PROGRAM :The ~report from the Personnel Officer dated -.March 17, 1987, regarding the Year -End Safety. Program vas.accepted. r•• . -) B. 1986 AFFIRMATIVE ACTION /CONTRACT COMPLIANCE PROGRAM Personnel Officer Bob Weaver yielded to questions from Council regarding the 1986 Affirmative Action /Contract Compliance program. Mayor Beauchamp expressed concern about the level of black employees being hired into permanent positions. He stated there were a number of temporary black hires, however, there were no permanent black hires, even though the City has instituted the • the selective certification process. Mr. Weaver stated the City of Yakima has a corrective employment program established under state regulations, 162.18 series of the Washington Administrative Code provides that such a program can exist only until the minority balance has been achieved. He stated there are areas and specific types of employment in which the City has not achieved those balances, however, the City will continue to strive to meet those requirements. City Manager Zais stated there is a sincere commitment to change the balance of the work force, however, he pointed-out-that a low turn -over in the permanent, work force has •also been a contributing. factor. in this process. He stated the City,.:Alas established an• Affirmative Action Committee which has representation from every City department and staff is specifically targeting jobs in those departments-which are under represented with respect to minorities and women. (Council member Barnett absent after 2:25 p.m.) Discussion continued regarding the figures . -presented- in Table 14 ..of the report; Mr -. - Weaver , concluding that staff is also concerned about these figures and will continue to work toward meeting the required balance for.minority employees. It was MOVED by Berndt, seconded by Carmichael, that the report be accepted. Phil Pleasant, 614 South 1st Street, voiced concern with the report as presented, stating the City of Yakima has not achieved any growth in the black community in the last 10 years. He - pointed out that 20-.black temporaries were employed by the City, however, •none were hired on.a permanent basis. Mr. Pleasent suggested advertising nationally for black applicants', to fill . permanent positions as they became available. He stated after reviewing the report he feels it is grossly misleading in terms of the growth in. the black community over the past -seven to ten years. Following further comment, the question was called for the vote on the motion. Unanimously carried by voice vote. Barnett and Foy absent. *10. REPORTS FROM' DEPARTMENT OF.FINANCE & BUDGET: A. FEBRUARY 1987 TREASURY REPORT (STANDARD MOTION V -A — ACCEPT 11/ AND APPROVE REPORT) . The report from the Director of Finance and Budget dated March 17, 1987, regarding the investments of the City of Yakima for the month of February, was accepted and approved. • B. FEBRUARY 1987 BUDGET REPORT (ACCEPT FOR FILING) The February 1987 Revenue and Expenditure Reports were accepted. * 11. CONSIDERATION OF RESOLUTION AUTHORIZING TREE TOP BICYCLE CLASSIC RACE • RESOLUTION NO. D- 5336, A RESOLUTION authorizing the closure of certain streets within the City of Yakima to accommodate a criterium bicycle race. • A &M3/2) 21 MARCH 17, 1987 *12. •CONSIDERATION- OF AN ORDINANCE AMENDING THE 1987 BUDGET AND - APPROPRIATING FUNDS INTO THE EQUIPMENT RENTAL FUND (SECOND READING) . An Ordinance. appropriating funds into the Equipment Rental Fund having been read by title only at the previous meeting, was brought before the Council for a second reading. ORDINANCE NO. 3010, AN ORDINANCE amending the 1987 budget-for the City of Yakima; and making•an appropriation in the 551- Equipment Rental Fund for expenditure 1987: 13. OTHER BUSINESS City Manager Zais referred to the memorandum from Fire Chief Beeson requesting Council representation on the Emergency Medical Services Advisory Council. Following a brief discussion, it was MOVED by Berndt, seconded by Carmichael, to appoint Lynn Buchanan to serve on the Emergency Medical Services Advisory Council. Council member Sims questioned if Chief Beeson is currenity a member of this Council. Chief Beeson responded he is not a member, however, there are two representatives from the Fire Department on this Council. He further commented they are not part of the Executive Board, therefore, cannot vote. Following further comment, the question was called for a vote on the motion. Unanimously carried by voice vote. Barnett and Foy absent. Buchanan abstaining. Reverend Joe T. Denman, 814 Central Avenue, addressed Mayor Beauchamp and the Council regarding the possible closure of Washington Pool. Rev. Denman stated he has lived in this area thirty -two years and this is the first time the issue has came . before Council. Reverend Denman stated he feels the facility has been mismanaged for scene time, thus the reason for its current - condition. He stated the closure of the pool will result;: contributing to juvenile delinquency. He urged Council to explore alternatives to keep the pool open. EXECUTIVE SESSION REGARDING ACQUISITION OF PROPERTY AND COLLECTIVE BARGAINING It was MOVED by Buchanan, seconded by Berndt, to move into Executive Session for the purpose of discussing acquisition of property and collective bargaining, and to adjourn immediately thereafter to March 19, at 7:00 p.m. in the Council Chambers. Unanimously carried by voice vote. Barnett and Foy absent. 15. ADJOURNMENT TO MARCH 19, 1987 AT 7:00 P.M.
