BUSINESS MEETING
1. ROLL CALL ,,
The City Council met in session on this date at 2:00 P.M. . in the •
Council Chambers of City Hall, Yakima, Washington. Assistant Mayor
Clarence Barnett, presiding, Council members Pat Berndt, Lynn
Buchanan, Lynn Carmichael, Jerry Foy and Bernard Sims present on
roll call. City Manager Zais, City Attorney Andrews, City Clerk
Roberts and Deputy City Clerk Toney also present. Mayor Henry
Beauchamp . absent and excused.
2. INVOCATION
The Invocation was given by.Jerry Foy.
Assistant Mayor Barnett read and presented a proclamation to Dana
Champoux which proclaims February 21 -28 as National FFA Week.
3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER

4. CONSENT AGENDA
Mayor Beauchamp referred to the items placed on the Consent Agenda,
questioning whether ,.there were any additions or deletions from
either. Council members or citizens present." Items Nos. 6 and 7
were added at the request of Council members Buchanan and Foy. The
City Clerk then read the Consent Agenda items, including
resolutions and ordinances by title. It was MOVED by Carmichael.,,
seconded by Buchanan,•that the Consent Agenda, as read, be passed.
Unanimously carried by roll call vote. .(Subsequent paragraphs
.preceded.by an asterisk ( *) indicate items on -the Consent Agenda
handled under one motion without further discussion.) , •

DECEMBER 13 AND NOVEMBER 4, 1986)
The report. from the .Fire Department dated February : 20, 1987
regarding the progress .report on radio, equipment,. and staff
• recommendation to, approve the 800 MHz system for local government,
was accepted and approved. ..
7. PRESENTATION OF 1986 YEAR -END BUDGET REPORT " -
The report from the Department of Finance & Budget dated February
124, 1987 regarding the 1986 Year -End Budget Revenue and Expenditure
Report was accepted and approved. -
* 8. APPROVAL OF CONTRACT MANAGEMENT SERVICES .FOR.NOB HILL BOULEVARD .
PROJECT WITH JUMP- HUIBREGTSE
The staff "recommendation to authorize Jump, Huibregtse Associates,
Inc. to provide construction management services for the Nob Hill
Blvd. Project per Phase VI of the Services Contract approved by
City Council on May 14, 1985, was accepted.

* 9. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF INTERLOCAL
COOPERATIVE PURCHASING AGREEMENT WITH THE CITY OF TACOMA
RESOLUTION NO. D -5331, A RESOLUTION authorizing the execution of an
Intergovernmental Cooperative Purchasing Agreement with.the - ,City of
Tacoma for the purchase of goods and services for the. City.:..

*10. REPORT FROM DEPARTMENT OF FINANCE AND BUDGET ON THE 1986 YEAR -END
INSURANCE CLAIMS STATUS
The 1986 Year -End Insurance Claims Report, from the Department of
Finance and Budget, was accepted.
* 11. APPROVAL OF REPORTS FROM THE DEPARTMENT OF FINANCE AND BUDGET:
A.' JANUARY 1987 BUDGET REPORT (ACCEPT AND FILE REPORT)
The January 1987 Budget Report was accepted.
B. JANUARY 1987 TREASURY REPORT (STANDARD MOTION V -A — ACCEPT AND
APPROVE REPORT)
The report from the Director of Finance and Budget dated
February 24, 1987, regarding the investments of the City of Yakima
for the month of January 1987, was accepted and approved.
*12. CONSIDERATION OF AN ORDINANCE AMENDING THE • 1987 BUDGET AND
APPROPRIATING FUNDS FOR OUTSTANDING 1986 ENCUMBRANCES (SECOND
READING)
An Ordinance amending the 1987 Budget and appropriating funds for
outstanding 1986 encumbrances having been read by title only at the
previous meeting, was brought before the Council for a second
reading.
•
ORDINANCE NO. 3007, AN ORDINANCE amending the 1987 Budget for the
City of Yakima; making appropriations from unappropriated fund
balances within various fuunds for expenditure during 1987.
13. OTHER BUSINESS
City Manager Zais distributed and reviewed briefly a copy of an
analysis of the Governor's Sales Tax Proposal and it's impact on
the City of Yakima if the proposal is adopted as submitted. He
stated there are several, amendments to this one being considered
and additional information will also be available for the meeting
with legislators later this week in Olympia at the Association of
Washington Cities Legislative Conference.
Assistant Mayor Barentt announced the appointment of Council member
Carmichael to the Governor's Alliance on Drugs Task Force.
Council member Foy commented on the document presented by Mr:
Zais, stating he is unsure if the City is going to Olympia with a
mandate in support of the Governor's proposal. He suggested
obtaining a copy of that proposal to see what the legislators are
proposing.

Report for December 1986; Yakima Center Management Report for
month of January 1987; Monthly Report of Chief of Police for
January 1987; Agenda for February 23, 1987 Parks and Recreation
Commission meeting and minutes of its January 12, 1987 meeting;
Agenda for February 25, 1987 Police and Fire Civil. Service
Commission meeting and minutes of its January 28, 1987 meeting;
Minutes of the February 10, 1987 Yakima Constitution Bicentennial
Committee meeting and meeting notice for February 24, 1987
meeting; and Announcement of Energy Management Workshopksponsored
by ANC.
14. ADJOURNMENT
There being no further business to come before the Council, it was
' MOVED by Berndt, 'seconded by Buchanan, that this meeting be
adjourned at the hour of 2:20 p.m. Unanimously carried by voice
vote. Beauchamp absent.
