EXECUTIVE SESSION
1. Executive Session regarding pending litigation pursuant to RCW 42.30.110 (1)(i)
Present: Mayor Janice Deccio, presiding,Assistant Mayor Soneya Lund and Councilmembers
Matt Brown, Patricia Byers, Holly Cousens, Danny Herrera (present at 5:23) and Eliana
Macias (attending remotely via Zoom)
MOTION: Byers moved and Brown seconded to adjourn to an executive session for
up to 30 minutes regarding pending litigation pursuant to RCW 42.30.110 (1)(i). The
motion carried by unanimous vote, Herrera absent. Executive'session held and adjourned
at 5:25 p.m.

Mayor Deccio introduced Jorge Villasenor who announced interpreter services are available in
Spanish.

Councilmember Cousens, Chair of the Nominating Committee, reported on the recent Council
Nominating Committee meeting.

MOTION: Cousens moved and Brown seconded to appoint Colleda Monick to the
Planning Commission. The motion carried by unanimous vote.
MOTION: Cousens moved and Byers seconded to appoint Lonna Wise to the Tourist
Promotion Area Commission. The motion carried by unanimous vote.
5. Council Reports
None.
6. Consent Agenda
Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. She noted an issue with item
6G and it was removed from the agenda. There were no other changes. The City Clerk read
the Consent Agenda items, including resolutions and ordinances, by title. (Items on the
Consent Agenda are handled under one motion without further discussion—see motion directly
below.)
MOTION: Lund moved and Cousens seconded to approve the consent agenda. The
motion carried by unanimous vote.

8. Ordinance amending the City of Yakima Municipal Code, Chapter 1.04: City Council Election
Districts, and adopting the updated districting map entitled: Yakima City Council Election
Districts 2022
City Attorney Sara Watkins briefed Council on the ordinance. Ms. Watkins recommended the
map entitled Yakima City Council Election District 2022, as the district map of the City of
Yakima, be adopted before passing the ordinance.
The City Clerk read the ordinance by title only.
MOTION: Macias moved and Cousens seconded to adopt the map for the
redistricting. The motion carried by unanimous vote.
MOTION: Macias moved and Byers seconded to pass the ordinance. The motion
carried by unanimous vote.
ORDINANCE NO. 2022-009,AN ORDINANCE amending the City of Yakima Municipal
Code, Chapter 1.04: City Council Election Districts, and adopting the updated districting map
entitled: Yakima City Council Election Districts 2022.
9. Report on Police Technology and Crime Analysts
Police Chief Murray reported on the utilization of new technology called Flock Safety

cameras to leverage personnel resources to further reduce crime. He also reported on the
recent hire of two crime analysists,for a total of three, and their scope of work.
10. Other Business
MOTION: Byers moved and Brown seconded to add to the next agenda a discussion
on amending the Council Rules of Procedure relating to limiting public comment to
County residents only. The motion carried by unanimous vote.
MOTION: Cousens moved and Byers seconded to suspend the rules of procedure to
discuss and vote on who will attend the upcoming Association of Washington Cities
(AWC)conferences. The motion carried by unanimous vote. Discussion ensued on who will
be attending the conferences with possibly four members attending the June conference. City
Manager Harrison stated if more than three members attend, they cannot discuss City
business.
MOTION: Cousens moved and Lund seconded to add to a future agenda a discussion
on the resolution regarding naming park facilities. The motion carried by unanimous vote.
MOTION: Brown moved and Byers seconded to add to the next agenda a discussion
about having the City apply for County ARPA funds for Internet in our parks. The
motion carried by unanimous vote.

3. Public Development Authority
Senior Assistant City Attorney Ryan Bleek reported on several communities in Washington
that have successfully used Public Development Authorities (P DA) in Economic
Development projects. City Manager Harrison stated this would be a very effective tool for
downtown and wanted to introduce the concept to Council.
4. Tax Increment Financing options
City Manager Harrison introduced consultant Bob Stowe with Stowe Development and
Strategies. Mr. Stowe reported as a result of a new State law created in 2021, cities,
counties, and ports in Washington State may now utilize Tax Increment Financing (TI F)to
financially support infrastructure improvements (e.g., streets, water and sewer systems,
sidewalks, parking facilities, stormwater systems, park or community facilities, and brownfield
mitigation) necessary for private development, providing for jobs and additional tax revenue.
Mr. Stowe added that a TI F can be an important tool allowing public agencies to make
targeted infrastructure investments to spur economic development. TI F captures property
taxes generated from the increased assessed valuation on the site (called a Tax Increment
Area or TIA)that results from private development following the infrastructure investment.
MOT ION: Cousens moved and Byers seconded to authorize going forward with a
Tax Increment Financing District. The motion carried by unanimous vote, Lund absent.

5. Discussion of the draft Request for Proposals for development of the property on the East
side of South 3rd Street between East Walnut and East Spruce (across from the Law and
Justice Building)
City Attorney Sara Watkins reported as part of the evaluation of City-owned properties, the
City listed all properties that could be used for development of residential or mixed uses.
The property located across the street from the Law and Justice Building, which is currently
parking lots and office space, could be used for such developments. Ms. Watkins reviewed
several decision points for the Request for Proposals and the process.
Council reviewed and discussed the following decision points:
• Do you prefer one type of housing over another or make no preference? Council
agreed to keep the RFP open to both types of units which would also allow a mix of
affordable and market rate.
• Do you prefer a method of providing parking? Council agreed to indicate a preference
to underground parking over other parking options but not preclude any specific parking
plan through the scoring criteria by giving extra points to proposals with underground
parking.
• Do you want to require first floor commercial space (mixed use)? Council agreed to
require some first floor commercial space/require mixed use proposals.

6. Resolution authorizing release and settlement agreement in the matter of West Valley
School District vs. City of Yakima, Yakima County Superior Court Cause No. 21-2-02153-

City Attorney Sara Watkins reported on a release and settlement agreement with West Valley
School District.
The City Clerk read the resolution by title only.
MOTION: Cousens moved and Brown seconded to adopt the resolution. The motion
carried by unanimous vote, Lund absent.
RESOLUTION NO. R-2022-051,A RESOLUTION approving the Release and Settlement
Agreement in the matter of West Valley School District vs. City of Yakima, Yakima County
Superior Court Cause No. 21-2-02153-39.
7. Adjournment
MOTION: Cousens moved and Brown seconded to adjourn to the next City Council
regular meeting on May 3, 2022, at 5:30 p.m. in the Council Chambers. The motion
