SUMMARY EXPLANATION:
A City of Yakima stormwater drainage pipe, formerly a component of Yakima County Drainage
Improvement District (DI D) infrastructure that was incorporated into the City stormwater system in
2017, requires emergency realignment to improve drainage and reduce the risk of flooding to
streets and private property. The pipe is located near the intersection of Prasch and 16th
Avenues. Ken Leingang Excavating, Inc. was selected to perform the emergency work including
pipe realignment and surface restoration.
The cost of the realignment is estimated at $70,000, resulting in the need to seek ratification by
City Council via Resolution, in accordance with the City of Yakima Administrative Code ADM 3-
500 City/County Procurement Manual which requires approval by the City Council for emergency
costs exceeding $50,000. The approved Emergency Justification form is attached for City
Council review. The stormwater pipe realignment is funded through Stormwater Capital Fund
