For Meeting of:April 19, 2022 ITEM TITLE: Ordinance amending the City of Yakima Municipal Code, Chapter 1.04: City Council Election Districts, and adopting the updated districting map entitled: Yakima City Council Election Districts 2022 SUBMITTED BY: Sara Watkins, City Attorney SUMMARY EXPLANATION: Pursuant to the City Charter and Washington State law, the City Council was required to evaluate its election districts after the 2020 decennial census. After a study session wherein multiple maps were evaluated, the City Council put forth the City of Yakima 2022 Redistricting Plan for public review and comment. After hearing public comment and discussing the Redistricting Plan, the City Council made no changes to the Redistricting Plan. This Ordinance formally adopts the redistricting plan as the district map for the City of Yakima and amends the Yakima Municipal Code to adopt the new map. WHEREAS, the City of Yakima is required to review election districts after the release of each decennial federal census data to ensure districts meet federal and state requirements; and WHERAS, pursuant to court order, the City of Yakima is required to have seven city council districts; and WHEREAS, after review of the 2020 decennial census data and in light of the federal court order, the City Council submitted the City of Yakima 2022 Draft Redistricting Plan to the public, published it in the Yakima Herald-Republic on March 28, 2022, posted it on the City of Yakima website where comments could be submitted, and held a public meeting on April 5, 2022, wherein public comment was taken on the proposed redistricting plan; and WHEREAS, after public comment and discussion the City Council approved the redistricting plan as presented and published without making any changes or amendments; and WHEREAS, the redistricting plan, now the map entitled Yakima City Council Election Districts 2022, was then placed on the April 19, 2022, Council meeting agenda for final review and approval; and WHEREAS, the City Council of the City of Yakima finds that it is in the best interest of the City and its residents to amend the Yakima Municipal Code to change the district boundaries of the seven councilmember districts; now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 1.04 of Chapter 1.04 City Council Election Districts of the City of Yakima, of the Yakima Municipal Code, is hereby amended to read as follows: Chapter 1.04 CITY COUNCIL ELECTION DISTRICTS Sections: 1.04.010 Election districts created. 1.04.020 Election district map adopted. 1.04.030 Election district numbers—District position numbers 1.04.010 Election districts created. The geographical area of the city of Yakima is divided into seven districts for the purpose of electing city council members to district positions pursuant to Article II, Section 1 of the Yakima City Charter. (Ord. 2011-14 § 1 (part), 2011: Ord. 3360 § 1 (part), 1991: Ord. 2695 § 1 (part), 1983: Ord. 2200 § 1 (part), 1978). 1 3 1.04.020 Election district map adopted. The map designating the boundaries of the election districts, and identifying each district by number, entitled "YAKIMA CITY COUNCIL ELECTION DISTRICTS 2022," as adopted by the city council on April 19, 2022, and filed in the office of the Yakima City Clerk, is hereby adopted as the official election district map of the City of Yakima. In accordance with a designation of district position numbers as made by the Yakima City Clerk as required by the City Charter, the election districts are hereby identified as Districts 1 through 7, as they are depicted and identified on the map adopted by YMC 1.04.020, and the city council district positions are hereby designated as district positions 1 through 7 to correspond to those respective election districts. This ordinance shall be in full force and effect 30 days after its passage, approval, and publication as provided by law and by the City Charter.
