EXECUTIVE SESSION
1. Executive Session regarding pending litigation per RCW 42.30.110 (1)(i) and collective
bargaining pursuant to RCW 42.30.140
Present: Mayor Janice Deccio, presiding,Assistant Mayor Soneya Lund and Councilmembers
Matt Brown, Patricia Byers, Danny Herrera and Holly Cousens (attending remotely via Zoom)
Absent: Councilmember Eliana Macias (excused)

2. Pledge of Allegiance
Mayor Deccio led the Pledge of Allegiance.
3. Interpreter Services
Mayor Deccio introduced Jorge Villasenor who announced interpreter services are available in
Spanish.

A. Proclamations
Telecommunicator Week Proclamation
Mayor Deccio proclaimed April 10-16, 2022 as National Telecommunicators Week. Fire Chief

Markham and Erica McNamara, Public Safety Communications Manager, accepted the
proclamation.
ii. Arbor Day Proclamation
Mayor Deccio proclaimed the third Saturday in April as Arbor Day in the City of
Yakima. Executive Director Colleen Adams-Schuppe and Education Director Garrett Brenden,
both from the Yakima Area Arboretum, accepted the proclamation and noted they have 400
trees to give away in honor of this event.

6. Consent Agenda
Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. There were no changes. The
City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.
(Items on the Consent Agenda are handled under one motion without further discussion—see
motion directly below.)
MOTION: Byers moved and Brown seconded to approve the consent agenda. The
motion carried by unanimous vote.

C. Resolution authorizing permit issuance for the installation of an awning located 3
feet over the right of way at 307 E Arlington Street
RESOLUTION NO. R-2022-042,A RESOLUTION authorizing the issuance of a right-of-way
use permit for the installation of an awning that projects approximately 3 feet over the right-of-
way at the front of the building at 307 E Arlington.
D. Resolution authorizing permit issuance for the installation of a fence in the right of
way at 225 N 2nd Street
RESOLUTION NO. R-2022-043,A RESOLUTION authorizing the issuance of a right-of-way
use permit for the installation of a fence at 225 N 2nd St.
E. Ordinance adding a new Chapter 3.130 Biennial Budget to Title 3 of the Yakima
Municipal Code and amending municipal code sections to reflect the biennial
budget

Tony Courcy, City resident, spoke about his water rights in Selah.

PUBLIC HEARINGS
8. Public meeting on the draft redistricting plan
City Attorney Sara Watkins introduced the redistricting plan. Mayor Deccio opened the public
hearing.
David Morales, City resident, spoke in support of the redistricting plan on behalf of the South
Central People of Color Redistricting Coalition.
Jeanna Hernandez, City resident, stated she does not have an issue with the plan but
questioned why the boundary lines were not cleaner.
Kenton Gartrell, City resident, noted he has no issues with the plan but believes the new plan
dilutes the Hispanic vote in some districts and believes the City should be annexing areas into
the City.
With no one else coming forward or calling in to speak, the Mayor closed the hearing.
MOTION: Macias moved and Cousens seconded to move forward with the draft
redistricting plan as published and place on the April 19 business meeting. The motion
carried by unanimous vote.

Planning Manager Joseph Calhoun briefed Council on the report. The City Clerk read the
resolution by title only.
MOTION: Lund moved and Byers seconded to adopt the resolution. The motion carried
by unanimous vote.
RESOLUTION NO. R-2022-044,A RESOLUTION adopting the City of Yakima Americans
with Disabilities Act (ADA) Transition Plan and Self-Evaluation Report.
11. Resolution declaring the property located at 115 North 8th Street, Yakima, Washington, to be
surplus to the uses and needs of the City of Yakima, and authorizing disposition of such parcel
to Yakima Valley Partners Habitat for Humanity upon mutually acceptable terms and conditions
Interim Assistant City Manager Selby briefed Council on the report. The City Clerk read the
resolution by title only.
MOTION: Lund moved and Brown seconded to adopt the resolution. The motion carried
by unanimous vote.
RESOLUTION NO. R-2022-045,A RESOLUTION declaring the property located at 115

RESOLUTION NO. R-2022-046,A RESOLUTION authorizing an interagency agreement
with the Washington State Department of Ecology to access and secure estate insurance
monies for Frank Wear Cleaners.
13. Ordinance amending the 2022 Budget for the City of Yakima and making appropriations from
Unappropriated Fund Balances within various Funds for expenditure during 2022 for various
purposes (First Reading)
Jennifer Ferrer-Santa Ines, Director of Finance and Budget, briefed Council on the budget
amendment, noting a correction on the schedule, and this is a first reading so no action is
necessary. The City Clerk read the ordinance by title only.
First reading of AN ORDINANCE amending the 2022 Budget for the City of Yakima; and
making appropriations from Unappropriated Fund Balances within various funds for

expenditure during 2022 for various purposes including 2021 encumbrances as described in
the attached Schedule.

session on April 12, 2022, at 5 p.m. in the Council Chambers. The motion carried by

swimming pool.
Kellie Crabb, C ent, spoke agailiktistablishi ustainability ommittee.
The following people spoke in support of establishing a Sustainability Committee: Robert
Strader, City resident and Dr. Kay Funk, non-resident.
3. Martin Luther King Jr. Park Community Swimming Pool
Parks & Recreation Manager Ken Wilkinson briefed Council on the Martin Luther King Jr.
proposed community swimming pool.
4. Open Public Meetings Act(OPMA) Presentation
Senior Assistant City Attorney Ryan Bleek shared a PowerPoint presentation on the Open
Public Meetings Act and Public Records Act.
5. Review of City of Yakima Boards and Committees
City Clerk Sonya Claar Tee reviewed a PowerPoint presentation on the City's Boards &
Committees. Clerk Claar Tee described the various ways the City recruits applicants;
however, the City struggles to fill seats on the City's Boards & Committees. She suggested
before establishing any new Committees, that Council could assign new tasks to existing
Committees.
6. Discussion About the Scope and Membership of a Sustainability Committee

Interim Assistant City Manager Selby discussed the scope of a possible Sustainability
Committee.
Councilmembers discussed the scope and suggested it be called Sustainable Yakima and
made up of no fewer than five and no more than seven members, including a possible youth
member, with a term length of three years. The Committee should include experts with City
residency a preference. They suggested a mission to provide recommendations to Council
and administration on ways to improve the City's sustainability and the adverse effects of
climate change.
Mayor Deccio recognized Interim Assistant City Manager Selby on his last week with the City
of Yakima.
7. Adjournment
MOTION: Lund moved and Cousens seconded to adjourn to the next City
Council regular meeting on April 19, 2022 at 5:30 pm in the Council Chambers. The
motion carried by unanimous vote, Macias absent. The meeting adjourned at 6:30 p.m.
