• BUSINESS MEETING
1. ROLL CALL
The City Council met in. session on this date .at , 2:00. P.M. in the
III Council Chambers of City Hall, Yakima, Washington. Mayor Pat
- Berndt, presiding, Council members Clarence Barnett, Henry
Beauchamp, Lynn Buchanan, Lynn Carmichael, Jerry Foy and Bernard
Sims•'present on roll call. City Manager Zais, City Attorney Vanek,
City Clerk. Roberts and Acting Deputy City Clerk Watkins also
present.
2. INVOCATION
The Invocation was given by Council member Foy.
3. OPEN.DISCUSSION FOR THE GOOD OF THE ORDER
Council member Sims requested a brief rundown on the Monthly Permit
report that was included in the information packet. Bob Shampine,
Code Administration Manager, stated that permit activity has
increased this year over last year and if it keeps going it will be
the best year in permit activities we have had. There have been 92
major plan reviews, 12 single family resident permits with four
more being processed at this time. There are many plans on large
projects such_ as Memorial Hospital, .Pay N Save, Yakima Valley
College, etc. He stated that from this standpoint the economy is
looking good in the Yakima'area.: •
4. CONSENT.AGENDA .
Mayor Berndt referred to the items placed on the Consent Agenda,
questioning whether there were any additions or deletions from
either Council members or citizens present. The City Clerk then
read.the Consent Agenda items, including resolutions and ordinances

*5. APPROVAL OF MINUTES OF COUNCIL MEETINGS OF MARCH 7, 11, AND 28,
1989 AND APRIL 4, 1989
The Council minutes of March 7, 11, 21 and 28 and April 4, 1989
were approved, having been duly certified accurate by two Council
members and no one present wishing to have said minutes read
publicly.
6. AUDIENCE PARTICIPATION
Mayor Berndt noted a Proclamation whereby April 15th through 23rd
is "Cleanup of the .Century" .Spring Rally Week. She encouraged
everybody to participate..
Charles Kriz, 5708 Bitterroot Lane, referenced speaking with Mayor
Berndt and Council member Carmichael last week after the Council
meeting and was concerned he had given Council member Carmichael
the .impression he, was more concerned with getting rid of drug
pushers than the rehabilitation. of addicts. To alleviate any
misconceptions he read a letter he had written to Congressman Sid
.Morrison suggesting using Alcatraz and other central focus points
as drug rehabilitation and AIDS research "laboratories: Congressman
Morrison answered. his letter thanking him for his suggestions but
stating he doesn't recommend isolating AIDS patients as public and
private facilities could better respond to their treatment.
Council member Carmichael asked Mr. Kriz why he was bringing these

items to the Council meetings. Mr. Kriz responded he wanted to
ensure they were aware that he cared about addicts that wanted to
be help-d._ _There was discussion about what other forums in the
community, such as. the Health District, are available for Mr. Kriz
to address these issues. Mayor Berndt thanked Mr. Kriz for his
concern about his community and assured him that Council writes
many letters and' communications, continually working to correct the
problems in the community.
7. PUBLIC MEETING ON, REZONE OF PROPERTY AT 5407'.SUMMITVIEW FROM R -2 TO
SCC, AS REQUESTED BY MYRON ABRAMS
Mayor Berndt, announced the rezone request had been withdrawn by the
applicant.
8. REPORT FROM DEPARTMENT OF PUBLIC WORKS AND ;TRAFFIC ENGINEERING
DIVISION REGARDING CITY'S. POLICY ON 4 -WAY STOP SIGNS
Mike Donahue, Traffic Engineer, asked if there were any questions
on the report regarding •. multi -way stop signs. Council member
Buchanan commented that the stop signs are in for 365 days a year
and yet the problem they are correcting only lasts nine months a
year and just a few hours each day. He suggested that.. since the
stop .signs at 7th Ave/Walnut, llth Ave /Spruce, and 5th Avenue are
going to stay and - traff is has increased in these . areas, these
intersections should: be converted to a signal that could be shut
off when it is not required. Then, when the students are not
travelling back and forth,. the _citizens of . Yakima will not have . to
make unnecessary stops at the. intersections.. Mr. .Donahue :commented
that a flashing .light: or a triggering device would accomplish this.
Council member Foy stated that we need.. a general standard and
common sense. rule. He said the stop signs are installed not only
because of warrants, but mainly in response .. to citizens' requests
or the need to change traffic pattern flow... Jerry Copeland,
Director of Public Works, commented that they recommend the policy
be based on warrants as they can back that up professionally and
legally. He :stated when there are special considerations, Council
could revise policy at that time. Mr. Copeland assured Council
that when there is a ground , swell of general_ opinion;.. the items .

Council : member Barnett clarified. his - vote,.to....mean: this is . a
general policy. -.arid does not preclude; these matters.. being brought to
Council under . extenuating circumstances. Council, member Foy
complimented the Traffic Division on the monthly reports.
Council member Carmichael commended Mike Donahue on the great job
he is doing.
9. REPORT FROM DEPARTMENT. OF. PUBLIC WORKS REGARDING DAVIS HIGH SCHOOL
BUS LOADING STOP (CONTINUED FROM MARCH 14,.1989)
Bill Schultz, Transit Manager, spoke in response to a previous
request to look at the possibility. of utilizing 6th Avenue on the
south side of Walnut as an alternative bus stop. He stated that
physically .this, can be done by the •longest wheel based bus. He
passed around photographs.. depicting that during the hours the buses
pick up the most students, this location is a very hectic ..traffic
situation with both automobiles and pedestrians. The stub street
of 6th fills .up with cars and the :businesses. on the east side have
complained about the amount of • traffic. He stated that by adding a
bus stop, there ..would be an . additional 80-125 ..students located in
front of the.. school and in the roadway. He _ recommended that
Council again consider a bus turnout .due to the traffic situation.
Council member Foy asked if' -the. bus could turn south on 7th, go two
blocks to Pine., then left and - load at the corner that faces Lions
Pool. Mr. Schultz explained that with the tight transit schedule
plus school buses loading in this area, it would not be. feasible.
Council member Foy asked Mr. Schultz what his recommendation would
be if the school decides not to participate. financially. Mr.
Schultz answered that, in the long term, the location_ serves the

school district needs. It is covereddiring inclement weather and
there are security people at the school. From a control aspect it
is the best location. He expressed his understanding that it is a
sizeable amount.of money and if the school participation was not
available they would look in greater detail.at the cost estimate to
•see what it would cost to. do it on their own. Jerry. Copeland,
Director of Public Works, stated there is another alternative
which would be to leave it the way it is. It was .MOVED BY FOY.,.

*10. CONSIDERATION OF. RESOLUTION AUTHORIZING PURCHASE OF BRAKE'LATHE AS
A SINGLE SOURCE PURCHASE

Star Machine &. Tool Company "Transfermatic" Double Spindle Brake
Drum Lathe with.attachments without calling for formal bids.
*11. APPROVAL OF OUT -OF -STATE TRAVEL FOR TY WICK AND ALVIE MAXEY, WATER
DIVISION, TO EUGENE, OREGON
The Out -of -State travel for Ty Wick and Alvie Maxey,: Water
Division; to attend the American Waterworks Association- Pacific
Northwest Section Conference, in Eugene, Oregon, May 2 -5, 1989, at
a cost of_$440.00 each, was approved. • •

*12. , APPROVAL OF FINAL CONTRACT PAYMENT FOR (STANDARD MOTION V - -B; ACCEPT
PROJECT AND APPROVE FINAL PAYMENT):
A. CITY HALL SECOND FLOOR MODIFICATION PROJECT
The report from the City Engineer dated April 5, 1989, with. respect
to the completion of the work on the City Hall Second Floor
Modifications project, performed by J. C. Noel Construction, was
approved, the work accepted and payment of the final estimates as
therein set forth was authorized.
B. TIETON DRIVE CROSSING /SIPHON RECONSTRUCTION PROJECT •
The report from the City Engineer dated April 5, 1989, with respect
to the completion of the work on the Tieton Drive Crossing /Siphon
Reconstruction project, performed by Anderson Construction, was
approved, the work accepted and payment of the final estimates as
therein set forth was authorized.
13. OTHER BUSINESS
Council member Barnett asked when the irrigation water in the
general area west of 16th and south of Tieton Drive would be turned
on. Council member Foy suggested it would be good to get a
schedule for any district that is not on yet and have staff prepare
public service announcements for the public. City Manager Zais
said he would get that information to Council.
Council member Foy mentioned that Yakima has a lot of programs that
are getting national T.V. attention recently; KYVE, Education Link,
Heritage, etc.
Council member Foy suggested it was time to move toward funding the
12 new officers previously approved. City Manager Zais responded
that they are still waiting for information from one of the major
industries on the telephone intrastate toll charge. He said it is
their intent to come back with a composite recommendation from the
Legal Department and the Police Department concerning a mid -year
budget appropriation to begin the phasing in process of the
new staff and equipment that was authorized as part of the package.
He also stated they are looking at space considerations not only
for this first phase in '89 but also in 1990 when the Police
Department is brought up to full staff. .
