Roll Call Present: Mayor Janice Deccio, presiding,Assistant Mayor Soneya Lund and Councilmembers Matt Brown, Patricia Byers, Holly Cousens, Danny Herrera and Eliana Macias (attending remotely via Zoom) Staff:Acting City Manager Scott Schafer, City Attorney Sara Watkins and City Clerk Sonya Claar Tee 2. Pledge of Allegiance Mayor Dec io led the Pleipayiance. 3. Interprete ervices Mayor Dec introduced Jorge Villasen nounced interprete ervices are available in Spanish. 4. Open Discussion for the Good of the Order 5. Council Reports A. Council Nominating Committee Report Councilmember Cousens, Chair of the Council Nominating Committee, reported the Committee met recently and suggests amending the Council Rules of Procedure. MOTION: Cousens moved and Byers seconded to amend the Council Rules of Procedure to add: 1) that any time there are two or more applicants for a position that interviews will be held and 2)to direct the City Manager to include a staff liaison in the interview process. The motion carried by unanimous vote. 6. Consent Agenda Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Lund moved and Cousens seconded to approve the consent agenda. Ordinance creating Transportation Benefit District Fund 344 (second reading) ORDINANCE NO. 2022-005,AN ORDINANCE establishing the Transportation Benefit District Fund 344. J. Ordinance updating Classification and Compensation Plan for City Employees Section 2.20.100 ORDINANCE NO. 2022-006,AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective April 17, 2022 and repealing all preceding pay ordinances in the City of Yakima Municipal Code. 7. Public Comment Scot Stephens, City resident, spoke against the safe city policy regarding fossil fuel. Verlynn Best, CEO of Greater Yakima Chamber of Commerce; John Hodkinson, Mayor of City of Union Gap and Vice Chair of YVCOG; and, Chris Wickenhagen, Exectuive Director of YVCOG, spoke in support of Yakima Valley Conference of Governments proposal and encouraged Councilmembers to attend the YVCOG general membership meeting tomorrow. Page 2 of 4 4 Brandon Roman, non-resident and Yakima business owner, shared his concerns regarding Camp Hope, homeless people, garbage and safety concerns on the Greenway. David Helseth, City resident with Justice Housing Yakima, provided an update on their Cottage Hill Place tiny homes project. DEPARTMENT ITEMS 8. 2022 State Legislature Session Wrap Up Communications & Public Affairs Director Randy Beehler and the City's Olympia lobbyists, Luke Esser and Nick Federeci, briefed Council on the City's 2022 State Legislative Priorities and other legislative issues of interest to the City. 9. Resolution authorizing an amendment to the Lease Agreement with Grace City Outreach for property adjacent to the wastewater treatment plant which is currently the location of Camp Hope Interim Assistant City Manager Selby briefed Council on the item. The City Clerk read the resolution by title only.After discussion, MOTION: Byers moved and Cousens seconded to adopt the resolution. The motion carried by unanimous vote. RESOLUT IN NO. Yakima Valley Conference of Governments (YVCOG) crime proposal Police Chief Murray reported on Yakima Valley Conference of Governments (YVCOG) proposal to fund a Regional Crime Center, including purchase of a National Integrated Ballistic Information (NIBIN) machine. He noted that while supportive of the proposal, the additional cost for personnel should not be borne by the City of Yakima as we already have crime analysts. MOTION: Byers moved and Deccio seconded to table the discussion on the crime proposal and direct staff to schedule a study session on YVCOG's plans for a Central Criminal Center. The motion carried by a 6-1 vote, Brown voting no. 11. Other Business None. 12. Adjournment MOTION: Lund moved and Cousens seconded to adjourn to a City Council study session on March 22, 2022, at 5 p.m. in the Council Chambers. The motion carried by unanimous vote. Roll Call Present: Mayor Janice Deccio, presiding,Assistant Mayor Soneya Lund and Councilmembers Matt Brown, Danny Herrera, Patricia Byers, Holly Cousens (attending remotely via Zoom)and Eliana Macias (attending remotely via Zoom) Staff: City Manager Robert Harrison, City Attorney Sara Watkins and City Clerk Sonya Claar Tee 2. Public comment(allow 15 minutes) The following c munity members spoke against the Yakima Valley Conference of Governments ( COG)lregional cr4 center proposal: Kellie Crabb, Joy Erb and Ronda Edwards. Ron Anderson, Yakima Coun Commi ler, repo cill is speakin s a citizen and not County Commissioner and spoke in favor of the YVCOG proposal that is independent of all jurisdictions. 3. Discussion of WiFi in Yakima Communication & Public Affairs Director Beehler opened discussion on WiFi in Yakima. Andy Gonzalez, Director of Technology of the Yakima School District, provided an update on the Districts technology and broadband efforts that are in place to provide access to all students in the district, as well as future planned investment in this area. Forbes Mercy, with Yakima Broadband, shared a PowerPoint presentation on broadband and current internet availability in Yakima. 4. Yakima Valley Conference of Governments (YVCOG) Crime Center Proposal City Manager Harrison introduced representatives from Yakima Valley Conference of Governments (YVCOG). Executive Director Chris Wickenhagen and Regional Program Manager Vicki Baker presented a PowerPoint on the purpose of YVCOG and spoke about its regional crime center proposal with two public safety analysts and technology to compare ballistics and Page 1 of 2 7 firearms evidence across jurisdictions. Sheriff Bob Udell spoke in support of the YVCOG proposal and said they are unable to house the program as they don't have the space or staff to manage a regional crime center now. Police Chief Matt Murray explained the current process utilizing National Integrated Ballistics Information Network(NIBIN also known as BRASSTRAX machine)and how local law enforcement use the system in partnership with ATF. Chief Murray also explained his concern with the YVCOG proposal, especially with City of Yakima tax payers funding a duplication of services, and recommended supporting a collaborative purchase of a BRASSTRAX machine. Council members noted the duplication in services the proposal would create. 5. Adjournment MOTION: Lund moved and Byers seconded to adjourn to the next City Council regular meeting on April 5,2022,at 5:30 p.m. in the Council Chambers. The motion carried by unanimous vote. Roll Call Present: Councilmembers Patricia Byers and Danny Herrera Absent and excused: Mayor Janice Deccio,Assistant Mayor Soneya Lund and Councilmembers Matt Brown, Holly Cousens and Eliana Macias Due to a possible quorum of Council members, this community meeting was noticed as a special council meeting; however, as a quorum was not reached at the time of the meeting, the special meeting of the City Council was canceled and the meeting proceeded with its scheduled agenda. 2. Community meeting regarding public safety Police Chief Murraynvited Council members to a communitymeetingwith the Yakima Domestic y Violence Coalition and lira School District regarding co1nunity response. 3.
