SUBMITTED BY: Dave Zabell, Assistant City Manager CONTACT PERSON /TELEPHONE: Dave Zabell, Assistant City Manager, 575 -6040 SUMMARY EXPLANATION: Initiative 1033 has achieved the necessary signatures to qualify for the November 2009 general election ballot. 1 -1033 proposes to limit the growth rate of state, county, and city general fund revenue to inflation and population growth. Excess revenue collected above these limits would be used to reduce property taxes. Voter - approved increases in revenues would be exempt from the limits proposed under I -1033. In July 2009, Tim Eyman, Mike Fagan, and Jack Fagan, directors of Voters Want More Choices, requested the City Council conduct a public hearing regarding I -1033. In April 2008, the Yakima City Council adopted a procedure to review and consider requests from individuals and /or organizations to conduct public hearings on ballot measures. Such requests are to be reviewed by the City Council Rules and Procedures Committee, which then makes a recommendation to the full City Council to hold or not hold a public hearing. At its July 16, 2009 meeting, the City Council Rules and Procedures Committee reviewed the - request from the directors of Voters Want More Choices and unanimously recommended to the City Council that it conduct a public hearing regarding I -1033. At its July 21, 2009 meeting, the City Council unanimously approved a motion to conduct a public hearing regarding I -1033. Following a public hearing on a ballot measure, the City Council may: 1) take no further action; 2) consider a motion to endorse the ballot measure; 3) consider a motion to oppose the ballot measure.
