HomeMy WebLinkAbout08/04/2009 07 Performance Park Sidewalk and Streetscape Imiprovements Recommendations by DYFI BUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEMENT Item No. 7 For Meeting of August 4, 2009 ITEM TITLE: Downtown Yakima Future Initiative's Committee (DYFI) recommendations for Sidewalk and Streetscape Improvements around the Performance Park" in the vicinity of "A" and 2" Streets up to Martin Luther King Blvd. SUBMITTED BY: Chris Waarvick, Director of Public Works Michael Morales, Deputy Director CED Doug Mayo, City Engineer CONTACT PERSON/TELEPHONE: Doug Mayo, City Engineer (576 -6678) SUMMARY EXPLANATION: City Staff presented options to the DYFI Committee for streetscape and pedestrian way improvements • to be constructed in concert with the County's funding of the 2" Street Performance Park on the newly vacated property at 2" and "A" The County will make the land available and will contribute $40,000 towards the development of the park as described in a contract with the Committee for Downtown Yakima (CDY). The County also plans to improve its sidewalk frontage on the eastern face of the Courthouse to accommodate ADA and other mobility challenged customers. The City DYFI Committee recommends Option 3 (see attached memo dated 7/21/2009 from the City Engineer) which adds streetscape amenities to the County's frontage improvement and full sidewalk and pedestrian improvements on the western and southern faces of the proposed park_ This cost has been estimated at $242,000 of which the County has offered to front with a three -year repayment schedule at low interest starting in 2010. Those payments are estimated to be approximately $83,000 per year from the City's REET 1 account. COUNCIL ACTION: NIEIVIORANDUM • TO: Downtown Yakima Futures Initiative Committee, City Manager FROM: Doug Mayo; City Engineer '„� DATE: 7 -21 -2009 RE: 2nd Street Courthouse and Park Area Sidewalk Improvements Background: Yakima County is planning on construction of improvements to the sidewalk area on the N. 2nd Street side of the county courthouse to improve ADA access to the east entrance of the building. Repair of sidewalks damaged during the recent building removal along "A" Street is planned as part of this work as well. The county is also looking at plans for developing the property at N. 2nd Street and E. 'A' Street into a park. The County has inquired if the City wishes to take this opportunity to extend the DYFI style sidewalk improvements into this area. Along with the patterned sidewalk, the DYFI style improvements also include items such as pedestrian lighting poles with hanging planter baskets, new trees and grates, an irrigation system, tree lighting, and brick paver pads. The 3 options discussed between the City of Yakima and the County are: • Option 1. No City Participation (County proceeds with ADA sidewalk project, no City participation) Option 2. Do all improvements (all sidewalks around park and 2nd Street side of courthouse to "MLK Blvd." has DYFI style improvements, i.e. trees & grates, brick pavers, pedestrian lighting) Option 3. DYFI style improvements only on the County park area sidewalk (from alley mid block of "A" to alley mid block of 2" Option 1 has no cost to the city. .Option 2 has an estimated City of Yakima participation of $242,110 Option 3 has an estimated City of Yakima participation of $160,040 As the City's available funding has diminished, we discussed the option of the County "front ending" the selected project. The City would provide a down payment of $50,000 and a payment period not to exceed 24 months. City staff respectfully recommends we proceed with option 2 to be accomplished in conjunction with the County's ADA project. Funding source would be from REET 1. ID . The City of Yakima will pay back Yakima County (fund 508) in three equal annual installments with minimal interest commencing April 30, 2010. These terms will be presented to the City of Yakima council for approval. Upon their approval, a legal document can be prepared for appropriate actions no later than August 25, 2009. This effort will complement the Downtown Yakima Futures Initiative and more importantly promote combined construction savings with a cooperative plan. Hopefully the "Second and A" project in concert with Yakima County's ADA improvements can be bid and commence this fall.
