City Manager Sonia Rodriguez Randy Beehler, Community Relations Manager Micah Cawley The meeting convened at 3:00 pm. Agenda 1. Review request from Tim Eyman, Jack Fagan, and Mike Fagan, directors of Voters Want More Choices, for the Yakima City Council to hold a public hearing on Initiative 1033 Dave Zabell and Randy Beehler reminded the committee of the action taken by the City Council in April 2008 to establish a process regarding requests for the Council to conduct public hearings on ballot measures. The Council, by a 4-3 vote, adopted a 3 -step process regarding such requests as follows: 1) such requests are to be reviewed by the Council Rules and Procedures Committee; 2) the Rules and Procedures Committee will make a ® recommendation to the full Council whether to conduct a public hearing or not; 3) the full Council will vote to conduct a public hearing or not. If the Council votes to conduct a public hearing on a ballot measure, following such hearing, the Council may: 1) take no further action; 2) vote to endorse the ballot measure; 3) vote to oppose the ballot measure. Bill Lover said that he is in favor of the full City Council conducting a public hearing on Initiative 1033. Micah Cawley and Sonia Rodriguez agreed that the committee should recommend that the full City Council conduct a public hearing on Initiative 1033. Lover suggested, since Voters Want More Choices has also requested that the Yakima County Commission hold a public hearing on Initiative 1033, the City could explore the possibility of a joint City /County public hearing. Zabell said that coordinating with the County Commission would be researched if the full Council votes to conduct a public hearing on Initiative 1033. 2. Make recommendation to the full City Council regarding request for a public hearing on Initiative 1033 Committee Action: Lover moved to recommend to the full City Council that it conduct a public hearing on Initiative 1033.
