For Meeting of: March 03, 2015 City Manager Upload Date 2/2612015 Type Cove Memo UVu�LIVUO � � LIV��UVU To: City Council Members From: Communications & Public Affairs Director Randy Beehler Subject: Council Partnerships Committee Visit to Olympia Date: Wednesday, February 25th, 2015 Council members, On February 23rd and 24th, a City Council delegation consisting of Mayor Cawley, Asst. Mayor Coffey, and Councilmember Ettl traveled to Olympia to meet with Yakima Valley legislators, key state agency leaders, Governor Jay Inslee, Lt. Governor Brad Owen, and others. City Manager Tony O'Rourke, Police Chief Dominic Rizzi, and Communications & Public Affairs Director Randy Beehler accompanied the delegation. The City's Olympia lobbyist, Jim Justin, coordinated the visit. Following are summaries of the meetings the delegation attended while in Olympia: - 14th Dist. Rep. Norm Johnson — Chief Rizzi discussed the continually improving Yakima crime rate and the pending formation of a local/state/federal law enforcement task force, which will target major crimes. The City will be providing ten officers for the task force, which will also include staff from several state and federal agencies. The Yakima County Sheriff's office is currently considering its level of participation in the task force. Rep. Johnson offered to talk with Yakima County Commissioners about providing adequate funding to the Sheriff's office so that deputies would be able to be part of the task force. -13th Dist. Rep. Tom Dent — Rep. Dent is a freshman legislator from the 13th District, which includes small portions of Yakima County. Chief Rizzi discussed the continually improving Yakima crime rate and the pending formation of a local/state/federal law enforcement task force, which will target major crimes. Rep. Dent, whose district includes parts of Grant County where gang issues have become prevalent, asked Chief Rizzi about the potential for cross - county cooperation. Chief Rizzi discussed ongoing efforts throughout the region by law enforcement agencies to coordinate efforts. The delegation informed Rep. Dent about the City's interest in introducing legislation concerning granting building code officials the ability to seek administrative warrants to enter private property for probable cause. Rep. Dent asked for more information about administrative warrants and expressed some interest in sponsoring legislation concerning administrative warrants. - 31st Dist. Sen. Pam Roach — Sen. Roach is the president pro tem of the State Senate and is the chair of the Senate Government Operations & Security Committee. The delegation discussed the City's interest in introducing legislation to curb abuses of the public records request process. Any such legislation would pass through the committee Sen. Roach chairs. Sen. Roach was interested in the data the delegation provided regarding excessive and voluminous public records requests and agreed that some updating of the state public disclosure act may be needed. - 15th Dist. Sen. Jim Honeyford — Sen. Honeyford chairs the Senate Capital Budget Committee. The delegation discussed the City's progress in cleaning up four former Tiger Mart sites in Yakima, part of the cost of which is being covered by grants from the Washington State Department of Ecology. The delegation mentioned its interest in pending legislation that would allow cities greater flexibility in the use of Real Estate Excise Tax revenue. Sen. Honeyford was unfamiliar with the legislation but told the delegation that he would find out more about the bills that were introduced in both the Senate and the House. Sen. Honeyford discussed legislation he has introduced regarding charging per -parcel fees for water usage in order to generate revenue for water storage/conservation projects and asked the delegation for its support of the legislation. - 15th Dist. Rep. Bruce Chandler — Chief Rizzi discussed the continually improving Yakima crime rate and the pending formation of a local/state/federal law enforcement task force, which will target major crimes. The delegation also discussed investments the City is making in capital projects (downtown plaza, aquatics facility, soccer complex, road repaving, etc.). The delegation discussed the challenge of criteria applied by the state to gang prevention/intervention/suppression funding that resulted in the City not receiving such funding in 2014. Rep. Chandler agreed to research the gang funding issue further. - Association of Washington Cities Government Relations Director Dave Williams — Dave Williams filled the delegation in on the progress of legislation being watched closely by the AWC, including bills that would change how recreational marijuana revenues are distributed, the state transportation package that has been introduced in the Senate, and legislation to restore funding to key state infrastructure funding programs. - Washington State Department of Ecology Director Maia Belton — Director Belton and other DOE staff discussed progress being made on cleaning up four former Tiger Mart sites in Yakima, a portion of the cost of which is being covered by DOE grants. DOE staff also explained the challenge being faced by the agency due to the drop in oil prices and the effect it has had on DOE hazardous waste cleanup programs. Considerable funding for the cleanup programs is generated by taxes on oil sales. With oil prices down, funding for cleanup programs is also down. The City could be affected by the reduced cleanup funding because it has applied to DOE for funds to help remediate the former City landfill located on the former Boise Cascade mill site. - 14th Dist. Rep. Gina McCabe — Rep. McCabe is a freshman representative from the 14th District. The delegation discussed the City Council's 2015 State Legislative & Administrative Priorities. Rep. McCabe expressed interest in potentially sponsoring legislation in the 2016 legislative session to address some of the City's concerns regarding abused of the public records request process. Rep. McCabe indicated she is unlikely to support a gas tax increase in order to raise revenue for transportation infrastructure projects. - 14th Dist. Sen. Curtis King — Sen. King chairs the Senate Transportation Committee and is the prime sponsor of legislation that would increase the state gas tax by 11.7 cents over a three-year period in order to raise revenue for transportation infrastructure projects, including several key projects associated with the Mill Site Redevelopment Project in Yakima. Sen. King was hopeful that the transportation bill would pass the Senate by the end of the week. He was unsure of its chances of success in the House. - Governor Jay Inslee — Chief Rizzi discussed the continually improving Yakima crime rate and the pending formation of a local/state/federal law enforcement task force, which will target major crimes. The delegation also discussed investments the City is making in capital projects (downtown plaza, aquatics facility, soccer complex, road repaving, etc.). Governor Inslee was particularly impressed by the downtown plaza project. Governor Inslee mentioned his concerns about the potential for drought conditions this summer and the possibility of his office issuing a drought declaration within the next few weeks. Governor Inslee also mentioned the transportation package that has been introduced in the Senate and said he was urging the bill "have fewer strings attached" regarding specific infrastructure projects in order for it to pass the full legislature. - Lt. Governor Brad Owen — Chief Rizzi discussed the continually improving Yakima crime rate and the pending formation of a local/state/federal law enforcement task force, which will target major crimes. The delegation also discussed investments the City is making in capital projects (downtown plaza, aquatics facility, soccer complex, road repaving, etc.). Lt. Governor Owen was impressed by the City's commitment to improve the Yakima community. The delegation invited Lt. Governor Owen to visit Yakima in the near future, which he agreed to do.
