A RESOLUTION fixing the time and place for a public hearing for April 6, 2010 at 7:00 p.m.
in the Council Chambers at City Hall on an amendment to the 2010
through 2015 Six -Year Transportation Improvement Program (STIP)
WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six -Year
Program for the construction of streets in the City of Yakima for the ensuing six-year period, all
as contemplated and required by state and federal law, and
WHEREAS, the City of Yakima has identified a need to amend the current Six -Year
Program for the construction of streets and arterial streets in the City of Yakima; and
WHEREAS, a public hearing must be held on said amended program before final
approval, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That said amended program shall be presented for hearing and determination on
Tuesday, April 6, 2010 at the hour of 7:00 p.m. on said day, in the Council Chambers of the City
of Yakima, at Yakima City Hall, Yakima, Washington, or as soon thereafter as the same may be
heard, and that notice of such hearing be given as approved by law.

Consideration of a resolution setting the time, dateand location for a Public
Hearing to be held at 7:00 pm on April 6, 2010 in the City of Yakima Council
Chambers to amend the six-year Transportation Improvement Program (TIP).

This action would set April 6, 2010 as the date for a public hearing to amend the six-year TIP. This TIP
amendment is required to add three projects that could be eligible for upcoming grants.
The projects include:
1) Divide Priority #9 — Nob Hill Boulevard 49th Avenue to 64th Avenue into two phases, with Phase
1 consisting of improvements to the north side of Nob Hill from 56th Avenue to 64th Avenue (TIP
Priority #9) and phase 2 consisting of improvements to the south side of Nob Hill (TIP priority
#77);
2) 18th Street Underpass Repairs (TIP priority #78); and
3) Constructing a West Valley Transit Center (TIP priority #79).
The improvements to the north side of Nob Hill (priority #9) will include minor street widening,
construction of curb, gutter, sidewalk, stormwater runoff collection and treatment, and improvements to
the north leg of the intersection of Nob Hill and 64th Avenue. The improvements to the south side of
Nob Hill will include minor street widening, construction of curb, gutter, sidewalk, street lights,
stormwater runoff collection and treatment, and overlaying with hot mix asphalt the full width of Nob Hill.
Following completion of both phases, Nob Hill will be a five lane road — two lanes each direction with a
two-way left -turn lane in the center. The reason to phase the Nob Hill project is that we are being
considered for a grant of $925,000 for this location, if the JOBS Bill gets passed.

STAFF RECOMMENDATION: Staff respectfully requests the City Council to set April 6, 2010 as
the date of Public Hearing to amend the six-year TIP.

On February 23, 2010, the Federal Bridge Program issued a call for bridge projects. Since the 18th
Street has the worst load rating for bridges in Yakima, we would like to apply for funds to make repairs
to this bridge.
The City's Transit Division applied for a federal grant to purchase property for the West Valley Transit
Center. The funding is for property purchase only. Once the property is purchased, planning for the
facility can begin.
