With cars parked along the route, this pushed more and more people into Yakima Avenue to watch the parade as people began setting up chairs or standing in the street to get a clear view of the parade. The YPD Traffic Division recommends a no parking zone along the parade routes for five annual parades on Yakima Avenue: Cinco De Mayo Parade, Memorial Day Parade, Sunfair Parade, Veterans Day Parade and the Holiday Light Parade. Please note, this is the same policy YPD has used for the annual Sunfair Parade in previous years. ATTACHMENTS: Description Upload Date Ordinance Update - No Parkin o Parade Routes 2/6/2015 Type Cover Memo AN ORDINANCE ORDINANCE NO. 2015 - relating to special events; amending Chapter 9.70 of the Yakima Municipal Code to provide for no vehicle parking along parade routes before and during established community parades. WHEREAS, the City Council has previously adopted ordinances establishing provisions for licensing and regulation of special events, including parades, within the City of Yakima, all as codified at Chapter 9.70 YMC; and WHEREAS, the City Council finds that community parades are important community events and attract a large number of participants and spectators. Parking of vehicles along the route of such community parades presents a hazard to the safety of parade participants and spectators who, in order to watch the parade, gather along the street in front of such parked vehicles, and thus reduce the street area available for safe transit by parade vehicles. Parking of vehicles along the parade route also creates risk that the owner of the parked vehicle, in the event of emergency or otherwise, may attempt to drive the vehicle, thus entering into or disrupting the safe transit of parade vehicles and participants; and WHEREAS, the City Council finds and determines that YMC 9.70.010 should be amended to add a definition of "Established Community Parades," and that Chapter 9.70 YMC should be amended to add new section YMC 9.70.092 providing for no parking of vehicles along the approved route of an Established Community Parade, with the no parking regulation in effect during the parade and for a period of two hours preceding the start of such parade; and WHEREAS, the City Council finds and determines such amendments are in the best interest of residents of the City of Yakima and will promote the general health, safety and welfare; now, therefore BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 9.70.010 of the Yakima Municipal Code is hereby amended to add a new definition of "Established Community Parade" which reads as follows: "Established Community Parade" means a parade that has occurred annually for at least three (3) years within the city and includes the following annual parades: Cinco de Mayo Parade, Memorial Day Parade, Sunfair Parade, Veterans Day Parade, and Holiday Light Parade. 1 Section 2. Chapter 9.70 YMC is hereby amended to add new section 9.70.092 which reads as follows: 9.70.092 No Parking Along Route of Established Community Parade. No vehicle shall be parked on city streets and rights-of-way designated and approved as the parade route for an Established Community Parade during the time the parade is scheduled to occur and for a period of two (2) hours preceding the start of the parade. Vehicles parked upon the streets and rights-of-way designated as the parade route during such times are subject to tow by the city at the expense of the owner. The applicant will comply with the notification requirements of 9.70.090(6)(AA) to notify affected businesses and property owners, and post appropriate notices on vehicles parked along the parade route. Section 3. This ordinance shall be in full force and effect 30 days after its passage, approval, and publication as provided by law and by the City Charter.
