Subject: Public -Private Partnerships
On Tuesday, February 3rd, Councilman Lover requested a staff analysis and City history of public-
private partnerships. To that end, staff has included the purpose of such partnerships and the City's
recent and past partnerships.
Why Public -Private Partnerships for Cities
A public private partnership is a formal relationship between key constituents in which non-profit
and private resources, capital and innovation are brought together to improve the quality of life,
deliver public services or optimize a public asset. As governments face the challenge to operate
more efficiently and cost effectively, they are turning to new approaches to meet public
needs. Public private partnerships combine the knowledge, resources and capital from both the
private and public sectors to help meet those needs for the betterment of the entire community.
The City of Yakima has developed a wide variety of partnerships with community partners to
implement many projects we simply do not have the capacity or expertise to perform on our own.
A review of City Council agendas since the beginning of 2014 reveals the following agreements with
the private sector and nonprofit community to accomplish to a variety of City goals. This list does
include the dozens or partnerships we have formed with a variety of governmental units ranging
from the Department of Ecology to City of Union Gap to the State of Washington. In addition, at the
end of this listing is a list of historical partnerships with the City and private enterprise.
February 17, 2015 - Yakima City Council Meeting
Resolution authorizing and to direct to the City Manager to execute agreement for building
demolition and lot clearing with Air Park Plaza, LLC
February, 3 2015 - Yakima City Council Meeting
Resolution authorizing agreement with United States Tennis Association -Pacific Northwest for
purposes of providing tennis programs for residents in conjunction with the Parks and Recreation
Division;
Resolution ratifying an agreement with Washington Fruit & Produce Company for development
and improvement of the Yakima Police Athletic League Facility (YPAL Building);
Resolution authorizing an agreement between the City of Yakima and Downtown Association of
Yakima for beautification, improvement and promotion of downtown Yakima.
