PURPOSE: To establish procedures for alerting the Yakima Fire Department, when an emergency situation is imminent or has occurred on or adjacent to the Yakima Air Terminal - McAllister Field (FCT). 2. SCOPE: The responsibilities and procedures contained herein are for use by Yakima Air Terminal, Yakima Fire Department and FCT during aircraft and airport emergencies. 3. DISTRIBUTION: Yakima Airport Manager; Yakima Fire Department; Yakima FAA Contract Tower. 3. CANCELLATION:_Yakima Airport Board, Yakima Fire Department and Yakima Airport Traffic Control Tower Letter of Agreement, same subject, dated August 3, 1997, is canceled on the effective date of this agreement. 4. RESPONSIBILITIES: Each party to this agreement is responsible for compliance by personnel under their authority with the provisions contained herein. Training, both initial and recurrent, of involved personnel is also the responsibility of the signatories. 5. DEFINITION: Movement Area - The runways, taxiways and other designated areas of an airport which are utilized for taxiing, take -off and landing aircraft; exclusive of loading and refueling ramps and parking areas. 6. PROCEDURES: a. FCT must: (1) Alert the Yakima Fire Department when, in the reported opinion of any of the following, a potential or actual emergency exists: (a) The Yakima FCT specialist on duty. (b) The pilot of the concerned aircraft. (c) The aircraft operator or his /her representative. (d) A representative of the airport management. (2) Use one of the following means to alert the Yakima Fire Department: (a) Emergency (Red) Phone. Yakima Air Terminal, Yakima Fire Department, Yakima FAA Contract Tower (b) Ground Control Frequency 121.9 (c) Yakima Fire Department FM radio. (d) Commercial telephone. (3) Provide the Yakima Fire Department with as much of the following information as possible: (a) Aircraft identification. (b) Aircraft type. (c) Nature of emergency. (d) Location. (e) Aircraft's estimated time of arrival. (I) Number of persons on board (g) Amount and type of fuel. (h) Runway to be used. (i) If Military, the presence and type of any ordinance on board. (4) Advise the Yakima Fire Department when a medivac, lifeguard or air ambulance requests them to standby for landing or take off at Yakima Air Terminal- McAllister Field. (5) Provide emergency equipment operators progress reports on the distresses aircraft. Issue instructions on 121.9 MHz and the Yakima Fire Department radio, authorizing emergency equipment responding to or returning from an emergency. (6) Control airborne and go around traffic to avoid conflicts with emergency equipment responding to or returning from an emergency. (7) Notify a representative of the airport management and the aircraft operator, if the involved aircraft is based at Yakima Air Terminal- McAlister Field. (8) Perform the following in the event an aircraft is threatened by a bomb: (a) Direct the aircraft to the southwest end of Bravo taxiway. (b) Notify the Yakima Fire Department. 2 Yakima Air Terminal, Yakima Fire Department, Yakima FAA Contract Tower (c) Notify a representative of the airport management. (d) Notify the aircraft operator, if involved aircraft is based at Yakima Air Terminal - McAllister Field. b. Yakima Fire Department must: (l) Determine and dispatch the amount and type of emergency equipment and the number of personnel required, based on the situation involved. The route to be taken and the handling of emergency equipment will be the responsibility of the fire department personnel operating the equipment. Emergency vehicles must obtain specific authorization from FCT to enter or operate on any movement area. (2) Maintain a Yakima current list of the equipment assigned to airport services on file with FCT. (3) Initiate a daily communication check on the Emergency (Red) Phone. Yakima FCT personnel must return the call to complete the line check with Station #4 and the Fire Department Dispatcher. d. SCOPE: The responsibilities and procedures contained herein are for use by YKM Airport Management, Yakima Fire Department and Yakima FAA Contract Tower (FCT) during aircraft and airport emergencies. 3. (7) Control all airborne and ground traffic to avoid conflicts with emergency equipment responding to or returning from an emergency. (8) Notify a representative of the Airport Management and the aircraft operator, if the involved aircraft is based at Yakima Air Terminal- McAlister Field. (2) Notify other agencies, or personnel as required by the fire department. (3) Be the final approval authority on opening /closing airport movement areas during /after the emergency situation at YKM.
