LETTER OF AGREEMENT
EFFECTIVE: February 16, 2015
SUBJECT: Use of "Old" Airport Traffic Control Tower
1. PURPOSE: To establish operating procedures and assign responsibilities necessary to
coordinate for the use of the "old" airport traffic control tower (Old Tower) located on the fourth
floor of the terminal building during periods the FAA owned airport traffic control tower is
uninhabitable, for any reason.
2. CANCELLETION: Yakima FAA Contract Tower and Yakima Airport Board Letter of
Agreement, same subject, dated August 1, 1998.
3. SCOPE: The procedures outlined herein are for use during periods the FAA owned airport
traffic control tower is uninhabitable, for any reason. This includes, but is not limited to: bomb
threats, fire, hazardous or toxic fumes, or any structural damage which renders the control tower
building uninhabitable.
4. RESPONSIBILITIES:
a. Yakima FAA Contract Tower (Tower) is responsible for providing airport traffic control
services from the FAA owned airport traffic control tower or, if feasible, from an alternate
site when the FAA owned tower is uninhabitable, for any reason.
b. Yakima Air Terminal (Airport) is responsible for making space available in the Old
Tower for use by Tower as an alternate site for providing airport traffic control services.
5. PROCEDURES:
a. Airport must:
(1) Upon request, provide available hand -held radios, with batteries and chargers, for
Tower use until the situation is remedied and operations return to normal.
(2) Coordinate with existing tenant, if so occupied.
(3) Provide key(s) to Tower personnel to access the Old Tower.
(4) Provide Tower personnel with Airport emergency telephone notification list.
b. Tower:
Yakima FAA Contract Tower and Yakima Air Terminal
(I) The manager of the FAA Contract Tower, or designee, must contact the airport
manager, in person or telephonically, and request that this letter of agreement be
activated and request use of the Old Tower.
(2) Must dispatch a person to obtain keys and portable hand -held radios.
(3) Must notify the airport manager, or designee, when normal operations resume and
return keys, portable radios, batteries and chargers.
