PURPOSE: To establish procedures for reporting runway and taxiway conditions at the Yakima Air Terminal - McAllister Field. 2. CANCELATION: Yakima Airport Traffic Control Tower and Yakima Airport Manager Memorandum of Understanding date August 6, 2013, same subject. 3. SCOPE: The responsibilities and procedures outlined herein are to be used by Yakima Air Terminal- McAllister Field Manager (Airport Manager) and the Yakima FAA Contract Tower (YKM FCT) for reporting airport field conditions and coordinating NOTAMs associated with Yakima Air Terminal- McAllister Field (Airport). 4. RESPONSBILITIES: The Airport Manager is responsible for observing and reporting the condition of movement areas and other surface area NOTAMs associated with the Airport (FAA Order JO 7930.2, Notices to Airmen). Surface Area NOTAMs include the Aerodrome, Runway, Taxiway, Apron, Services and Obstruction. Each party to this agreement is responsible for compliance by personnel under their authority with the provisions contained herein. Training, both initial and recurrent, of involved personnel is also the responsibility of the signatories. 5. PROCEDURES: a. Airport Manager or his designee must: (1) Advise FCT of any reported or observed condition that will affect the safe operation of aircraft on the Airport. (2) Report Runway and taxiway conditions as follows: (a) Wet Runway- enough standing water that can be measured. (b) Damp runway - surface is moist, but water cannot be measured. (c) Ice snow or slush on the runway. (d) Estimated breaking action in terms of good, fair, poor, nil. (e) Height and locations of snowdrifts, berms or piles of snow on or along the edges of the runways or taxiways, and the extent of any plowed areas. (f) Construction work on or immediately adjacent to runways or taxiways. (g) Hazardous wildlife. (3) Promptly exchange braking action reports with YKM FCT which indicate that runway braking conditions have deteriorated to "fair ", "poor" or "nil" or have improved to "good." (4) Advise Yakima FCT of the irregular operations of any part of the airport lighting system. (4) As deemed appropriate, provide information to the Yakima FCT on any other pertinent airport conditions. (5) Directly enter NOTAMs into the Direct -Entry Digital NOTAM (DDN) system. Revert to Legacy system using FSS to issue NOTAMs during DDN system failure. The airport personnel may request Yakima FCT personnel to contact AFSS to accomplish this task. (6) Notify YKM FCT via telephone or radio and relay the following NOTAM information: (a) NOTAM keywords; Aerodrome, Runway, Taxiway, Apron, Obstruction or Services. (b) Designator (such as 7/25 or specific Taxiway or Apron area). (c) Reason /condition for the keyword NOTAMs. (d) Start time, end time, or the expected time period of the NOTAM. Examples: "Taxiway Echo closed until one six three zero UTC." "Runway 07/25 thin loose snow swept braking action fair at one eight one zero UTC." "Aerodrome closed from two one zero zero to two two zero zero UTC." b. Yakima FCT must: (1) Promptly exchange braking action reports with Airport which indicate that braking action conditions have deteriorated to "fair ", "poor" or "nil" or have improved to "good."
