ITEM TITLE: The Kegley Annexation Initiation

SUMMARY EXPLANATION:
The City of Yakima has received from Kristin Kegley, a Notice of Intent to Commence
Annexation for property located at 5207 Scenic Drive; where a recent septic tank failure
requires connection to sewer. This annexation involves an approximately one half acre parcel
size with an assessed value of $224,650. As the sole owner of this property her notice
accounts for 100 percent of the area's assessed value.
At this time City Council is being asked to act upon this request and to approve the City's
Standard Motions A & B as they pertain to annexations. Standard Motion "A" reads as follows:
0 "I move that today, July 21, 2009 be set as the time of a meeting with the initiating, parties who
have signed a Notice of Intent to Commence Annexation Proceedings, the initiating parties
being as follows:

Standard Motion "B" reads as follows: "I move that the annexation proposed by the above
parties be accepted by the City of Yakima, that the area to be annexed be required to assume '
its share of the City's existing indebtedness, and that a Notice of Intent'to Annex be filed with
the Yakima County Boundary Review Board."

BOARD RECOMMENDATION On August 5, 2009 the Council Economic Development
0 Committee voted unanimously to recommend the intitiation of this annexation to the Council as
a whole.

and hereby notifies the City Council of the City of Yakima that he intends to commence
annexation proceedings to have the above referenced real property annexed to the
City of Yakima. That the above named, owner of the vacant property for which
annexation will be petitioned, respectfully requests the City Council to meet with its
officers within 60 days to determine whether the City will accept the proposed
annexation.
