Meeting Minutes
Attendance: Council Members: Micah Cawley, Kathy Coffey, Maureen Adkison
• Staff: Dick Zais, Dave Zabell, Rita DeBord, Randy Beehler, Cindy
Epperson, Bill Cook, Sam Granato
Discussion:
> Dick Zais identified the City's substantial reduction in sales tax revenues for
2009 compared to prior years, and stated that the City is also incurring
significantly greater than expected expenditure increases for municipal jail
costs and other mandates. The combination of these events has placed a
greater fiscal stress on the 2009 -2010 General Government Budget. The City is
• forecasting a "deficit" of approximately $4 million in the 2010 preliminary
General Government budget.
> Council Budget Committee reviewed the proposed "Budget Priorities
Model" including the six Budget Priorities and the Service Units roll -ups to
each priority.
Action Taken:
1. Voted unanimously to accept the six General Government Budget Priorities
as presented, the assignment of each Service Unit to each Budget Priority and
the motion to forward to the full Council for consideration.
2. Requested that staff's full budget presentation, including Management's
recommendation for the allocation of City 2010 estimated revenues to each of
the six Budget Priorities, the use of reserves for Public Safety and the
proposed budget reduction within each of the six budget priorities, be
forwarded to the full Council for consideration.
Next Meeting: (Special meeting of full Council was subsequently set for and held
on Tuesday, July 21, 2009.)
