Cascade Mill Redevelopment Project Update - Interchange
and Street Alignments
Joan Davenport, AICP, Director of Community Development
Successful redevelopment of the Cascade Mill site is dependent upon several key factors,
including access from 1-82 freeway. To that end, a modification to the Yakima Avenue/I-82
Interchange has been in the formal review process for approximately two years. In recent
months, significant progress has been made regarding the approval of the conceptual design.
Funding for the full interchange improvement, as well as 1-82 corridor widening by WSDOT, is
not currently in the State Transportation budget.
The City Council Study Session update will provide information on the current design plan as
well as the recommendation that the City of Yakima proceed with a first phase of the
interchange modification, utilizing funds from the Local Infrastructure Financing Tool (LIFT)
program, as well as other funding partners. This approach could accelerate interchange
improvements, access to the mill site, and improve some of the congestion in the 1-82 corridor.
A PowerPoint presentation will be provided at the City Council Study Session.

• September 2014
— 10 new groundwater wells installed, 8 within the known extent of municipal
solid waste (MSW); samples collected during well installation for laboratory
analysis
— Site -wide groundwater samples collected for laboratory analysis (1st quarter;
24 locations)
• October 2014
— Further evaluation of the extent of MSW along the northeastern and eastern
boundaries of the Site
— Four gas probes installed (two replacements, two new)
• December 2014
— Site -wide groundwater sampling and analysis (2nd quarter; 26 locations)

Current RI Analytical Results
• Dissolved metals (i.e., manganese, iron, and sodium) concentrations in
groundwater continue to be elevated in many areas of the Site, and are
associated with aquifer reducing conditions resulting from the presence
of both wood debris and MSW.
• To date, other potential contaminants of concerns [e.g., polychlorinated
biphenyls (PCBs), polycyclic aromatic hydrocarbons (PAHs), petroleum
hydrocarbons, and pesticides] have not been identified in groundwater
at concentrations of concern.
• Areas of soil and groundwater petroleum contamination (specifically
diesel- and lube oil -range) are Identified up -gradient of the Site adjacent
to the former plywood plant
• This information is based on October samples. Additional data will be
collected and analyzed to provide full understanding of Site.

• Implications and Considerations for Potential Remediation
Requirement:
• The final points of compliance for the Site will be established
through the RI process (in coordination with and concurrence of the
Washington State Department of Ecology) and will determine the
cleanup standards for the Site.
• Based on current analytical results, dissolved metals (i.e.,
manganese, iron, and sodium) are the primary contaminants of
concern..
• Methane levels are highest in the areas of mixed wood debris and
MSW.
