A RESOLUTION opening the 2015 Comprehensive Plan Amendment process pursuant to RCW
36.70A.130, and YMC Ch.16.10.
WHEREAS, The City of Yakima is a First Class City fully planning under the
Washington State Growth Management Act RCW 36.70A.130, and WAC 365 -196; and
WHEREAS, RCW 36.70A and YMC 16.10.030 requires the Yakima City Council
consider annually opening the Comprehensive Plan Amendment process; and
WHEREAS, on January 6, 2015, at its regular business meeting the Yakima City Council
had discussion regarding the merits of opening the 2015 Comprehensive Plan Amendment
process; and
WHEREAS, the City Council find and determines that the Comprehensive Plan
Amendment process for 2015 should be opened; now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City of
Yakima hereby opens the Comprehensive Plan Amendment process for the year of 2015, and
directs both staff and Planning Commission to hold the required public meeting in February
announcing the opening of the Comprehensive Plan Amendment process and acceptance of
applications. Furthermore, Council directs both staff and Planning Commission to proceed
with processing of all submitted applications and City amendments.
ADOPTED BY THE CITY COUNCIL this 6th day of January 2015.

process pursuant to RCW 36.70A.130 for the 2015
Comprehensive Plan Amendment process

SUMMARY EXPLANATION:
As required by Chapter 36.70A RCW, the City of Yakima is required under the Washington
State Growth Management Act to develop a comprehensive land use plan, map, goals and
policies, and accompanying development regulations. Additionally, to facilitate potential
requests to amend the City's Comprehensive Plan, YMC 16.10.030 requires the Yakima City
Council to consider annually whether to open the Comprehensive Plan Amendment process.
The Council should therefore determine whether there are known or compelling reasons to
open the Comprehensive Plan Amendment process in 2015, and if so, adopt the accompanying
resolution giving direction to both staff and Planning Commission to hold the required public
meeting in February announcing the opening of the Comprehensive Plan Amendment process
and acceptance of applications. Amendments in 2016 and 2017 may be incorporated into the
Comprehensive Plan Update and not individually considered.

RECOMMENDATION:
The City of Yakima Planning Division recommends that Council consider opening the 2015
comprehensive plan amendment process, and adopt the accompanying resolution directing
both staff and Planning Commission to hold the required public meeting in February announcing
the opening of the Comprehensive Plan Amendment process and acceptance of applications.
