Made a request to City Council for the modification of the Traffic Signal Operation at Tieton
Drive/16th Avenue
The intersection of Tieton Drive at 16th Avenue has had operational problems for many years
as identified by the City's Street & Traffic Division and is why it is one of the most closely
monitored intersections within the City.
Originally, five traffic lanes on 16th Avenue were allowed to be narrowed down into a 45 -foot
roadway. This created nine -foot travel lanes on a busy principal arterial that carried a heavy
load of semi -trucks and buses. The result produced a very high rate of accidents and property
damage mainly consisting of side -swipes, broken mirrors and damaged tires (curb). The narrow
traffic lanes also caused vehicles to travel too close to the narrow sidewalks congested with
Franklin Junior High students and Franklin Park visitors.
In 2012, Streets & Traffic Operations looked at options to improve the safety at this intersection
while minimizing impact to operational efficiency. It was decided that the only way to improve
safety by providing adequate traffic lane widths without widening the roadway itself, was to
eliminate the left turn lane. Staff then looked at several signal -operating sequences to determine
the most efficient method to accommodate this lane reduction. Unfortunately, the only way to
operate the signal safely was to split the 16th Avenue signal phases. This meant operating the
16th Avenue signals sequentially, with no opportunity to overlap any 16th Avenue traffic
movements; creating additional delays on 16th Avenue during peak traffic hours. From January
2010 until the changes were made in 2012, there were 39 collisions at the intersection with 12
of those involving injuries. Since that time, there have been 34 collisions with 7 involving
injuries. Safety was improved but at the expense of operational efficiency.
It has been determined that the best solution to improve the overall safety and operational
efficiency is to reconstruct the entire intersection. Doing so would provide adequate lane widths,
turning vehicle storage and turning radii, while restoring operational efficiency. Such a project
would require the City's purchase of several residential homes, one commercial lot and the
relocation of a major electrical transmission line in order to provide the area needed for right-of-
way use. The estimated cost of the proposed project is $2 million.
