The Yakima Air Terminal -McAllister Field continues to see growth in a variety of areas
throughout the airport to include passengers utilizing airline service, cargo operations, to the
need for additional hangar development. During the October 10, 2014 City Council Study
Session involving City Capital Investment Opportunities, airport staff presented the proposal to
extend 21st Ave and realign Airport Lane of which will provide direct access to airport property
for the further development of hangars and businesses. Through close coordination with
Council members and the Economic Development Committee it was recommended to seek
financial support by application of a Supporting Investments in Economic Diversification (SIED)
to assist with the development of 21st Ave and Airport Lane.

They City of Yakima will contribute approximately
$180,000 allocated in the 2015 budget for the 21st
Ave extension as the local match. Total estimated
costs for both 21st Ave and the realignment of
Airport Lane are $705,000.

A RESOLUTION
RESOLUTION NO. R -2015 -
authorizing the City manager to prepare and submit application for
SIED funding for project to construct Airport Lane — 21s1 Avenue
Extension.
WHEREAS, the City Council has previously submitted applications for funding of
qualifying projects through the Supporting Investments in Economic Development
("SIED") program, which funds are administered through Yakima County in conjunction
with the Yakima County Development Association; and
WHEREAS, the City of Yakima desires to submit an application for available
funding from the SIED program to construct and improve an extension of Airport Lane and
21s1 Avenue to open additional Yakima Air Terminal property for construction of additional
hangars and related improvements, and has included funds in the 2015 Budget available
for use on this project; and
WHEREAS, the City of Yakima finds and determines that such project will
promote economic development within the community, promote economic growth and use
of the airport, and will provide employment opportunities; and
WHEREAS, in order to expedite preparation and submission of an appropriate
application for SIED funding, the City Council finds and determines that it is necessary
and appropriate to allow the City Manager to prepare and submit, on behalf of the City of
Yakima, an application for appropriate funding through the SIED Board for such project,
together with necessary and appropriate Contingency Agreements with participating
development partners; and
WHEREAS, the City Council finds and determines that the preparation and
submission of such application, together with any necessary and appropriate Contingency
Agreements with participating development partners, is in the best interest of residents of
the City of Yakima, and will promote economic development, create employment
opportunities, and will promote the general health, safety and welfare; therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to prepare and submit, on behalf of the City
of Yakima, and application for available funding from the Yakima County SIED Program
for the improvement of the 21s1 Avenue — Airport Lane project as generally described
above, together with any necessary and appropriate Contingency Agreements with
participating development partners, to accomplish such timely submission as the City
Manager deems prudent and in the best interests of the City of Yakima; now, therefore,
