February 15, 2022

1. Roll Call
Present: Mayor Janice Deccio, presiding,Assistant Mayor Soneya Lund (attending virtually
via Zoom) and Councilmembers Matt Brown, Patricia Byers, Eliana Macias (attending virtually
via Zoom) and Danny Herrera
Staff: City Manager Robert Harrison, City Attorney Sara Watkins and City Clerk Sonya Claar

2. Pledge of Allegiance
Mayor Deccio led the Pledge of Allegiance.
3. Interpreter Services
Mayor Deccio introduced Jorge Villasenor who announced interpreter services are available in
Spanish.
4. Open Discussion for the Good of the Order
Mayor Deccio recognized Yakima's Cooper Kupp and the Los Angeles Rams for winning
Super Bowl LVI, noting the City will be recognizing Mr. Kupp at a celebration to be announced
soon.
A. Proclamations
National Parent Leadership Month proclamation
Councilmember Brown proclaimed the month of February 2022 as National Parent Leadership
Month and Anna Jackson accepted it.
B. Appointments to Boards, Commissions and Council Committees
Council Nominating Committee recommendation for appointments to
Boards & Committees
Councilmember Byers reported on the Council Nominating Committee meeting on February 7,
2022.

MOTION: Brown moved and Deccio seconded to accept the Committee's report
and appoint Abby Bailey to the Housing Authority; Raudel Iniguez to the Arts
Commission; Jesse Dixon to the Bicycle & Pedestrian Advisory Committee; and,
Robert Young to the Parks & Recreation Commission. The motion carried by unanimous
vote, Cousens absent.
5. Council Reports
None.
6. Consent Agenda
Mayor Deccio referred to the items placed on the Consent Agenda, noting Councilmembers
earlier today received a corrected version of item 6E, Transit's Disadvantaged Business
Enterprise Program Goals, and questioning whether there were any additions or deletions from
Council members present. The City Clerk read the Consent Agenda items, including
resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one
motion without further discussion—see motion directly below.)
MOTION: Brown moved and Byers seconded to approve the consent agenda. The
motion carried by unanimous vote, Cousens absent.
A. Approval of minutes from the February 1, 2022 City Council regular meeting and
February 15, 2022 study session
Correction: the study session date is February 8, 2022.
B. Approve payment of disbursements for the period January 1-31, 2022
C. January 2022 Investment Transaction Report
D. Resolution granting an easement to Nob Hill Water Association near Randall Park
for a drinking water facility

E. Resolution setting Yakima Transit's Disadvantaged Business Enterprise program

Resolution ratifying the declaration of an emergency and authorizing the City
Manager to execute all applicable contracts for the replacement of a failed
wastewater pump at the Rudkin Road Lift Station

N. Resolution extending the existing agreement with the Downtown Association of
Yakima for maintenance, beautification, improvement and promotion of the City's

7. Public Comment
City residents Coleen Anderson, Robert Strader and Phil Hoge spoke in support of the
Sustainability Committee.
Jeffery Dahl thanked the City Council for the National Parent Leadership Month proclamation.
Tony Courcy, City resident, spoke on several topics.

8. Public hearing and Resolution for consideration and adoption of the 2022-2027 Parks and
Recreation Comprehensive Plan
Parks and Recreation Manager Ken Wilkinson briefed Council on the Parks and Recreation
Comprehensive Plan.
Mayor Deccio opened the public hearing. Phil Hoge, City resident, spoke in support of the
plan. With no one else coming forward or calling in to speak, the Mayor closed the hearing.
The City Clerk read the resolution by title only.
MOTION: Byers moved and Macias seconded to adopt the resolution. The motion
carried by unanimous vote, Cousens absent.
RESOLUTION NO. R-2022-030,A RESOLUTION adopting the 2022-2027 Parks and
Recreation Comprehensive Master Plan.
DEPARTMENT ITEMS
9. Resolution authorizing acceptance of a Transportation Improvement Board (T IB)Award for
$1,500,000 for N. 1st Street Revitalization Phase 3
Public Works Director Schafer briefed Council on the item. The City Clerk read the resolution
by title only.
MOTION: Byers moved and Herrera seconded to adopt the resolution. The motion
carried by unanimous vote, Cousens absent.
RESOLUTION NO. R-2022-031,A RESOLUTION authorizing acceptance of a
Transportation Improvement Board (T IB)Award of$1,500,000 for the N 1st Street Phase 3
project and directing the City Manager to take all necessary steps to secure the funding.
10. Ordinance adopting an affordable housing incentive program for multi-family low-income
housing
Interim Assistant City Manager Selby reviewed the proposed ordinance on affordable housing
incentives.
The City Clerk read the ordinance by title only.
MOTION: Byers moved and Brown seconded to pass the ordinance. The motion carried
by unanimous vote, Cousens absent.
ORDINANCE NO. 2022-003,AN ORDINANCE adding Section 7.92:Affordable Housing
Incentive Program for multi-family low-income housing.
11. Mentorship/Internship Program
City Attorney Watkins provided an update to the mentorship/internship program as well as the
general timeline for this year's program.
12. 2022 State Legislature Briefing

Randy Beehler, Communications & Public Affairs Director, provided a briefing about the 2022
session of the Washington State Legislature.
13. Sustainability Committee Discussion
Interim Assistant City Manager Selby reported on the proposed Sustainability Committee.After
Council discussion,
MOTION: Deccio moved and Lund seconded to direct staff to schedule a study
session to discuss the scope and membership of a Sustainability Committee. The
motion carried by a 5-1 vote, Brown voting no, Cousens absent.
14. Other Business
None.
15. Adjournment
MOTION: Byers moved and Lund seconded to adjourn to a City Council study
session on February 22, 2022, at 5 p.m. in the Council Chambers. The motion carried by
unanimous vote, Cousens absent. The meeting adjourned at 6:44 p.m.
