SUBJECT: 2014 Sign Survey Results and Analysis
Date: November 19, 2014
The City of Yakima conducted a Sign Ordinance Survey of its citizens, property and
business owners, and other parties of interest, to identify concerns and priorities in
relation to the update of the City's Sign Ordinance. The seventeen question survey was
open for public participation via the City's website on October 281h, 2014, and closed on
November 12th, 2014. The City advertised the survey on its webpage and in a News
Release. It was also mentioned on local radio, and in the Yakima Herald Republic.
In the next few months, the City of Yakima Planning Commission, as a result of direction
from City Council, will conduct further study sessions and a public hearing to revise the
Sign Ordinance in response to the issues raised. The survey results are anticipated to
help further guide discussion on which elements of the City's Sign Ordinance are in need
of updating. The following is a summary of the sign survey results, which are attached
to this memo:
• There were a total of 46 completed survey responses submitted, which include
written comments that are quoted directly within the attached Sign Survey results.
• 80% of respondents of the survey were citizens, 15% were business owners, and
5% were other interested parties.
• 70% of respondents would like the Sign Ordinance to be more restrictive and not as
liberal. While 67% of respondents would like to see the City be more proactive with
sign code enforcement, 78% of respondents indicated that future sign code
enforcement sweeps are necessary.
• When asked what is the most important reason to regulate signage in a City, 46% of
respondents replied that "Aesthetic Concerns” were of most importance.
• Temporary signs were found to be the most undesirable, distasteful or a nuisance.
61% of respondents would like to see temporary signs be regulated by size, height,
location, and number of permitted per parcel.
• Respondents indicated that solutions to improve the sign ordinance and sign
enforcement, included: limiting the number of signs permitted, limiting locations of
permitted signs, limiting the size or percentage that a window can be covered by
signage, and limiting amount of coverage of a wall face.

1: Signs still up for businesses not in operation. The other problems are the time to get the permit and the lack of the
City enforcing the existing overly -restrictive code.
2: Campain signs!!! I saw the survey on the city's website about them. I think it's pretty clear that people want something
done. Council- please stop the political graffiti. How can you tell a business to clean it up when that trash is allowed all
over the city? Especially blocking the drivers view at intersections!
3: Signs that are too tall or so large that they obstruct views of the city.
4: sidewalke signes that you can not see around when pulling on to steet
5: Political Signs should be forbiden. They are an eye sore and danger.

the ones running for office should pick a corner and hold that sign and waive. then take it back to city hall. they interfere

1: No alcohol signs. Otherwise leave the businesses alone as long as they don't block the sidewalk or view of drivers at
the intersections and they look clean and maintained. Limit campain signs to 5 per candidate within city limits.
2: If they are inside a business window I don't see why inforcment is needed
3: Make an ordinance as to how many signs can be up for elections. Be sure and make sure those putting signs up know
that they only have 48 hours to remove signs following any election I really get upset when I see many or any
signs up after an election. If sign is still up after 48 hours, fine the person whose signs are still up signs are very
distracting I see many signs up within a one block area that are so distracting and could cause accidents.
4: As long as they were professionally signed and kept up. businesses should be allowed to have their signs. being one or
how many they have. caring for your signs is caring about your business. it reflects you.

4: The biggest sign problem in the City of Yakima is the political signage. It's way worse than the grafiti problem that also
exists. If private businesses or residents want to support a candidate, let them, on their property, not public property.

6: Limit campain signs to at least under 8 within the city limits, per candidate. No alcohol, drug or bail bond signs.
7: I think that signs should be allowed, within reason and for a short time. They should have to come down within 48
hours after an election and the person whose sign is up or the subject of a sign, be fined immediately after a 48 hour
time. Enforce!!
8: The city planning/codes divisions have been reactive for FAR too long. Rather than waiting for a complaint to come in,
if a city staffer sees an illegal sign, they should move to enforcement. They should be constantly watching for code
violations!!

10: I feel the city should look at the over all scheme of things on this issue. Signage is how small business attracts

Look at Shirleys flowers as an example of over use of signage. Roof sign, wall sign, window sign, portable sign and a
freestanding sign made out of wood.... Too many signs.
15: City of Spokane has a good sign code ordinance recently revised about three years ago that addresses many of the
concerns listed in survey. City of Liberty Lake also has a nice temporary sign, special event sign ordinance and permit
applications.
16: How much more money is going to be wasted? What about graffiti in the city? IT IS EVERYWHERE!!! A much larger
eye sore than signs. I agree signs need maintenace for effective business marketing and city appeal, however there are
bigger issues.

1: No changes are necessary, except that home occupations should be allowed larger signs. The sign ordinance should
require signs for no -existent businesses be taken down and actually be enforced.
2:Too restrictive riight now. Here's what I want to see- Businesses should have as many signs as they want but must be
maintained to look clean and upkept. Sandwich boards should be allowed all year round as long as they do not block the
sidewalk. All alcohol signs banned. Also please limit campain signs to only 5 per candidate within city limits.
3:Roof sign and wall sign portions take you in a circle. Roof signs aren't typically allowing in Yakima but some buildings
that is the only option for wall signage leaving it difficult for businesses to identify themselves. Also, it is unclear if
exempt signs are truely exempt or just exempt from paying for a permit.
4: Let businesses have their signs. they must be professionally printed.
5: I think u should amend the ordinance to be professional signs, I don't think the poster board and marker signs are ok
but I think the flags/professional banners are beautiful and help business in yakima

1: Should not block sidewalk or field of vision at intersections for drivers and be clean and professional looking.
Otherwise, the business owner should have the freedom to do as they wish.
2: Allow them for no more than 7 days. Regulated by time allowed.
