The City received 3 requests for map amendments and one text amendment. Future opportunities to submit request for Comprehensive Plan Amendments are recommended to be somewhat limited, in order to proceed with the major update of the Comprehensive Plan which is due to be complete on or before June 30, 2017. The City Planning Commission will discuss this attached draft schedule at their meeting on November 12, 2014. A written report will be presented to you at the November 18, 2014 City Council meeting regarding their recommendation to the City Council. ATTACHMENTS: Description Future Comprehensive PIan Amendment Schedule Upload Date Type 11/10/2014 Backu p IM ate Pall Memorandum of Transmittal To: Yakima City Planning Commission From: Joan Davenport, Director of Community Development Jeff Peters, Supervising Planner Date: November 12, 2014 Subject: Future Comprehensive Plan Amendment Review Schedule The 2014 Comprehensive Plan Amendment process is nearly complete. The Planning Commission concluded their review on October 22, 2014 and the City Council is scheduled to review the Planning Commission recommendations on November 18, 2014. This year the Planning Commission reviewed 3 map amendments and one text amendment. Beginning in 2015, the City Planning Commission will commence review for the updating of the City of Yakima Comprehensive Plan 2040, as required by the Growth Management Act (RCW 36.70A. (4a)). The Comprehensive Plan Update is due to be submitted to Washington State Department of Commerce on or before June 30, 2017. City staff is preparing a work program to meet this deadline. Annual amendments to the Plan are time-consuming and are generally driven by pending development requests. Citizen amendment to the Comprehensive Plan are permitted once a year, under state law. City Planning Staff respectfully recommends consideration for limiting future amendments to the Plan in the next few years, in order to complete the mandatory review and not create confusion about the status of the Plan in an amendment process. Specifically, staff recommends the following schedule: 2015: Allow Citizen Requests to amend the Comprehensive Plan. 2016: No Annual Citizen Requests for Comprehensive Plan amendments, Docket requests 2017: No Annual Citizen Requests for Comprehensive Plan amendments, Docket requests Under this schedule, we would need to provide broad public notice regarding the limitations on future amendments. Essentially, the 2015 Amendment cycle would be the last open opportunity for citizen amendments until 2018. However, if a citizen had an amendment that could not wait until 2018, the City could docket their request for inclusion in the Comprehensive Plan Update. In those situations, if approved by the Planning Commission, the citizen amendment would become part of the Comprehensive Plan 2040 Update which would be in effect in summer of 2017. Alternatively, the Planning Commission could recommend no Citizen Plan Amendments in 2015. The City Council will consider this issue at their November 18, 2014 meeting.
