S 2) 0 Discussion re: committee tasks and assignments, and the necessity of the committee City Manager Zais gave an overview of the purpose of the committee giving examples of decisions made in the past (establishment of debate procedures). 3) 0 Discussion re: residency requirements for citizen boards /committees / commissions - Consider recommendation to full City Council re: Yakima Arts Commission . residency requirements Bill Cook mentioned the idea of strategic alliances with outside communities. Council Member Coffey pointed out the practicality of having the first commission populated with people that are going to help guide the process and possibly address the residency issue later. Following discussion, ETTL MOVED AND COFFEY SECONDED TO MODIFY THE REQUIREMENTS TO STATE THAT THE COMMUNITY REPRESENTATIVE POSITIONS MUST CONTAIN AT LEAST THREE MEMBERS THAT ARE CITY RESIDENTS AND TO FORWARD THE NAMES PREVIOUSLY RECOMMENDED BY THE NOMINATING COMMITTEE TO THE FULL COUNCIL FOR APPOINTMENT ONCE IT IS DETERMINED THAT CRITERIA IS MET. The motion carried by unanimous voice vote. - Consider recommendation to full City Council re: proposed City Planning Commission residency requirements Joan Davenport distributed a draft ordinance that would establish the City of Yakima Planning Commission. She pointed out it would have four year terms with a two -term ® limitation. Council Member Coffey recommended changing the wording regarding staggering the terms of the initial committee to ensure term expirations would not all Yakima City Council Rules & Procedures Committee February 18, 2010 • occur the same year. The proposed ordinance has city residency requirements. CAWLEY MOVED AND COFFEY SECONDED TO MOVE THE PROPOSED ORDINANCE FORWARD TO THE FULL COUNCIL WITH THE RECOMMENDED WORDING CHANGE REGARDING STAGGARED TERMS. The motion carried by unanimous voice vote. - Review and consider city residency requirements for all boards, commissions and committees Following direction from the Council at the January 19 business meeting, the committee reviewed all boards /committees /commissions individually and determined that standardizing residency requirements was not advisable due to membership expertise or state law regulations. The following residency requirement changes are recommended to the full Council: Air Terminal Board — The two -city appointed members should be city residents Parks & Recreation Commission — Require City residency. Current members will be grandfathered in. REQUIRED ACTION: Submit to the full Council for approval and direct the Legal Department to prepare appropriate legislation to implement the recommended changes. 4. Review City Council Rules of Procedure - Item deferred to a future meeting 5. 0 Other Business City Manager Zais alerted the committee members of a letter from the Yakima County Commissioner's office asking the City to delay the March 5, 2010 Washington Heights Annexation. The County believes it should be a more extended area, which would require additional time to accomplish. The developer does not want the delay. City staff will evaluate the request.
