Intergovernmental Committee
Tuesday, February 9, 2010
Yakima City Council present: Kathy Coffey, Rick Ensey, Dave Ettl

Rick Ensey was selected to chair the committee.
Review of Tasks and Assignments
The committee requested a synopsis of the issues regarding the 4 Party Agreement. Bill
Cook suggested a meeting to discuss that single issue. Joan Davenport reported that the '
Council Economic Development Committee is overseeing the Planning Commission
process. The Regional Planning Commission's authority has been extended until the City
of Yakima Planning Commission can be seated. A draft ordinance for the new commission
will be prepared in March or April. The Committee agreed that relationships with other
government entities should be handled through the Intergovernmental Committee. Dave
Ettl requested the list that was previously prepared by Union Gap in regard to "border
issues." No change was made to the list of tasks.
Status of Airport Safety Overlay Revision
0 T committee was given a brief overview of the draft interlocal agreement and discussed
the process that has occurred thus far. Bill Cook reported that Yakima County, along with
the cities of Yakima and Union Gap, have agreed to let the airport bring the draft interlocal
agreement forward, and that Yakima County will be the lead agency. The environmental
process will require notice to all involved parties and it will go to the Regional Planning
Commission for consideration.
Update on Development Standards
Dick Zais commented that the topic of common City /County development standards dates
back to the underlying 1976 wastewater agreement. The Committee briefly discussed
Yakima County's "road dollar" street strategy and. the City's "growth pays for growth"
infrastructure strategy. Rick Ensey stressed the need to come up with a reasonable
solution. Joan Davenport reported that City and County staff recently met to discuss the
County's tiered local street concept, and that it was a good discussion. The City proposed
some compromises and left it in the County's hands. Rick Ensey requested Title 12 _
requirements as a topic for Committee discussion.
The Committee structure was reviewed in general and in regard to the continued
discussion of development standards. In addition to discussion between City and County
electeds, at times there may be a need for the discussion to include developers, property
owners and other interested parties. Rick Ensey will contact Mike Leita to initiate a
meeting to further discuss the structure of the Committee prior to the next scheduled
Committee meeting.

Drainage Improvement Districts (DIDs)

Yakima County is suggesting that if the Washington Heights annexation is approved, the
City of Yakima will take over the DID (drainage improvement district). The Boundary
Review Board (BRB) will consider the annexation on March 5. However, it does not
appear that the DID issue is under the authority of the BRB. Bill Cook said that Vern
Redifer has reported no financial issues with the DID assessments, but city staff is
concerned that there may be environmental problems.
Federal Legislative Priorities
Michael Morales said the priorities should go to Council on March 2. Requests added
since the last discussion include the regional public safety system, the WOD trail and
Amtrak. He explained that the City is entitled to submit an earmark request for the Grade
Separation $1.85 million gap in case we don't receive the TIGER. The request can be
rescinded if necessary. The City is supporting the County -wide FEMA application.
Yakima County is also submitting for starting capital for the Terrace Heights connector.
The next meeting of the Intergovernmental Committee is scheduled for Tuesday,
February 23, at 3:00 p.m.
