This year, the Yakima County Homeless Network has requested to utilize Englewood Christian Church, Unitarian Universal Church of Yakima and the Note of Joy Church. The City proposes to require the same life and safety standards as last year's agreement. Temporary Shelters The proposed Temporary Emergency Shelter program sets standards and requirements for cold weather emergency shelters. Requirements set out in the policy focus on fire department compliance and communication: 1. Volunteer managed shelters with trained staff and personnel equipped with hand held radios for Fire Department contact, 2. Smoke detectors in sleeping quarters, 3. All sleeping quarters on ground floor, 4. Prior approval of all pick-up and drop-off areas, 5. Indemnification and hold harmless agreements as well liability insurance, 6. Approval by Building Code Official and evacuation plan. No Mail to: Phone: APPROVED FOR SUBMITTAL: RECOMMENDATION: Approve Resolution City Manager ATTACHMENTS: Description resolution authorizing a policy regarding Resolution authorizing temporary Emergency Cold Weather Shelters Upload Date 10/10/2014 10/10/2014 Type Cover Memo Cover Memo A RESOLUTION RESOLUTION NO R-2014 of the City of Yakima, Washington, authorizing and directing the City of Yakima Community Development Department to identify and implement a policy regarding temporary emergency cold weather shelters in the City of Yakima, and providing that such policy shall be valid only from November 15, 2014 through March 15, 2015 WHEREAS, the City of Yakima, in conjunction with the Yakima County Homeless Network, is aware that there is within the City of Yakima a population of homeless persons who may require temporary emergency shelter from cold weather; and WHEREAS, owners of various buildings, including churches, located within the City of Yakima have indicated that they are willing and able to provide temporary emergency shelter; and WHEREAS, the City of Yakima currently has no municipal code provisions, whether under the zoning, buildings, fire, or other codes, expressly allowing, authorizing, or regulating the use of such structures as temporary emergency shelters; and WHEREAS, the City of Yakima Department of Community Development has endeavored to create interim policy guidelines to address and regulate temporary emergency shelters; and WHEREAS, the Yakima City Council finds and determines that it is in the public interest to adopt the resolution set forth herein; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Yakima, Washington: The City of Yakima Department of Community Development is hereby authorized and directed to implement the proposed policy statement and application materials attached hereto. Sunrise Outreach has coordinated with the City of Yakima Fire Marshal and the churches to adopt best practices to ensure the safety of the homeless persons being sheltered by the churches. In 2013-14, new and improved fire watch and safety systems were put into place with funding support from the Homeless Network of Yakima County. Many of the safety measures are addressed in the Participant Certification Form (attached) and the Fire Safety attachments. We will continue to work with the City of Yakima Fire Marshal, the participating churches, and the Homeless Network of Yakima County to improve our services to the homeless. The following churches will be participating in the Extreme Weather Shelter Plan for 2014-2015: Englewood Christian Church, Unitarian Universalist Church and Note ofJoy Church. The current plan is to house a maximum of 15 women at Englewood church, 20 men at Unitarian church, and an additional 25 men at the Note ofJoy Church which is located at 808 Mead (Previously Victory Outreach Church). Sunrise Outreach will provide training for all volunteers at each participating church. Training will include Fire Safety training and Fire Watch responsibilities. Attached are certifications for the participating churches, Englewood, Unitarian Universalist and Note ofJoy. We will provide updates and certifications to the City of Yakima whenever there is a change in the list of participating churches. All participating churches that provide shelter to homeless persons during the extreme weather in 2014 and 2015 agree to operate shelters under the same conditions agreed to previously and as reflected in the certification forms to be completed by each participating church. We anticipate that this year's extreme weather shelters will be in operation from November 15, 2014 to March 15, 2015. Contacts The parties agree that communication between Sunrise, hereafter known as the agency, and the UUCY, hereafter known as the church, on policy matters but not daily operation will be between Ken Trainor, representing the agency, and Rev. Ken Jones (509-714-9861) as primary contact or Randy Luvaas (509-965-4641) as secondary contact, representing the church. Facility Areas and Times The church will make available for use by the agency starting on or about November 15, 2014 and ending on or about March 15, 2015, the following areas on the lower level: Garden Room, storage Room, Fellowship Hall, kitchen and restrooms located adjacent to the Fellowship Hall. The hours of operation seven days a week will be from 5:00 PM until 7:30 AM the next morning. The capacity of the shelter will be limited to a maximum of twenty guests. Building Access UUCY will supply SOC with a single registered Medeco key for building access. This key is to be shared by all agency personnel who need access. It will unlock the Alley Door and the Garden Door. The individual responsible for opening the shelter each evening will use this key for access through the Alley Door, and will re -lock that door immediately after accessing the facility. Then s/he will unlock the Garden Room Door for shelter operations. The agency will insure that all doors will be locked when the shelter closes each morning. Kitchen Use The kitchen is to be used by the agency to warm and serve evening meals to shelter guests but not used for preparation of meals. Church groups or other tenants of the church may access the kitchen for incidental use during shelter operation hours. Certain cupboards and shelves in the kitchen and one of the refrigerators will be designated and labeled for "shelter use." The agency will not use any other areas of the kitchen for storage of shelter items. Clean-up Sleeping mats and bedding may be stored in the Fellowship Hall, neatly stacked in the northwest corner of the room. Each morning the agency will remove all refuse from the area and may use the church dumpster in the alley, accessed through the Alley Door, provided the dumpster is not full. If there is insufficient room in the dumpster, the agency agrees to remove shelter refuse from the church property. The agency agrees to clean all the areas of use including the restrooms and kitchen, including mopping the restroom and kitchen floors and wiping down all counters. Each morning the agency will restore the church facility as near as possible to the condition found the previous evening. Expenses Reimbursement The church will monitor expenditures for heating of the facility during the term of shelter operations as compared with the previous year (Nov. 15, 2014 to March 1, 2015) taking into consideration variations of degree days. At the end of the term of use the church will provide the agency with documentation of increased expenses over the previous year, to be reimbursed to the church no later than one month after documentation is provided by the church to the agency. In addition, the agency agrees to reimburse the church for expenses related to up to two hours per week of additional custodial time incurred a needed to insure full compliance with clean-up provisions above.
