ITEM TITLE: Consideration of Resolution authorizing the City Manager's execution of an
agreement between the City of Yakima, City of Union Gap, IAFF Local 469, and IAFF Local
3680, regarding Yakima Fire Departments temporary relocation of Fire Station 94 personnel to
City of Union Gap Fire Station 86 during the Station 94 remodel project.

SUMMARY EXPLANATION: The City of Yakima Fire Department is beginning a remodel of
Fire Station 94 (airport station). During the construction phase, the crew will be displaced
from this station and housed in the Union Gap Fire Station 86. This Resolution will allow the
City of Yakima to reciprocate by means of automatic aid given during the occupation of station
86. A separate resolution has been drafted for the Interlocal agreement of use of the Union
Gap facility.

A RESOLUTION Authorizing the City Manager's execution of an agreement
between the City of Yakima, City of Union Gap, IAFF Local 469,
and IAFF Local 3680, regarding Yakima Fire Departments
_ temporary relocation of Fire Station 94 personnel to City of Union
Gap Fire Station 86 during the Station 94 remodel project.
WHEREAS, the City of Union Gap has agreed to permit the use of its Fire
Station 86 on a temporary basis to the City of Yakima Fire Department while Yakima
Fire Station 94 if being remodeled;
WHEREAS, the City of Union Gap, City of Yakima, IAFF Local 469 and IAFF
Local 3680 wish to enter into a Memorandum of Understanding allowing automatic
closest apparatus response during the term of the remodel project and subsequent
occupation of Station 86.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized and directed to execute the attached and
incorporated Memorandum of understanding between the above mentioned parties
concerning automatic interdepartmental responses.

i Memorandum of Understanding
Inter-local Agreement between the Cities of Yakima and Union Gap and the International
Association of Firefighters Local 469 and Local 3680.
Whereas, the City of Yakima ( "City" herein) and the International Association of Firefighters Local
469 ( "Union" herein) both recognize the need to temporarily relocate their personnel and equipment
while Station 94 undergoes a significant remodeling project to the station's living quarters in 2009 and
2010.
Whereas, the City of Union Gap Fire Department ( "UGFD" herein) have in their possession a Fire
Station ( "Station. 86" herein) which is located at 68 West Washington Avenue and is used as a
"reserve fire station" for UGFD operations.
Whereas, all parties mentioned herein do recognize the need to work together in an effort to
"regionalize" our services so that we can improve the efficiency and effectiveness of both our
organizations.
NOW, THEREFORE, it is agreed upon by and between the Cities of Yakima and Union Gap ; and: the
'ons of both IAFF Local 469 and Local 3680 the following :
1. The Yakima Fire Department shall temporarily relocate their personnel and a limited amount of
equipment and office supplies to the City of Union Gap Station 86 ' during the Station 94
remodeling project.
2. Both Fire Departments shall accept and engage in a "Closest Apparatus" response procedure.
This procedure shall operate as follows:
a. In the event a Yakima Fire Department "staffed" emergency apparatus is closer to a fire
department related emergency in the City of Union Gap, they shall respond to said
emergency - automatically.
b. In the event a Union 'Gap Fire Department "staffed" emergency apparatus is closer to a
fire department related emergency in the City of Yakima, they shall respond to said
emergency - automatically.
3. This Memorandum of Understanding can terminate under any of the following conditions:
a. Said agreement can terminate when the construction project at Station 94 is complete
and YFD has accepted the building after their final inspection by the construction
general contractor or mutually agreed upon at any time.
b. • If dissolution (Sect. 3.a) of this relocation agreement transpires before the construction
0 project is complete, then YFD shall have up to 30 days to find other accommodating
housing for its personnel and equipment.

All parties hereby agree to abide by the terms and conditions set forth in this agreement.
This Memorandum of Understanding is executed by the parties this day of , 2009.

RESOLUTION NO. 803
A RESOLUTION authorizing the Mayor to sign a Memorandum . of
Understanding between the Cities of Yakima and Union Gap and the International
Association of Firefighters Local 469 and Local 3680 regarding Yakima Fire
Department's temporary relocation of its personnel from Yakima Fire Station 94 and a
limited amount of equipment and office supplies to the City of Union Gap Station 86
during the Station 94 remodeling project.
WHEREAS, the City of Union Gap has agreed to permit the use of its Fire
Station 86 on a temporary basis to the City of Yakima Fire Station 94 while Fire Station
94 is being remodeled;
WHEREAS, the City of Union Gap, City of Yakima, IAFF Local 469 and Local
3680 all wish to enter into a Memorandum of Understanding concerning the use of
Union Gap Fire Station 86 and operational aspects associated with that temporary use;
NOW, THEREFORE, BE IT RESOLVED BY THE UNION GAP CITY
COUNCIL as follows:
The Mayor is authorized to sign a Memorandum of Understanding between the
between the Cities of Yakima and Union Gap and the International Association of
Firefighters Local 469 and Local 3680 regarding Yaldma Fire Department's temporary
relocation of its personnel from Yakima Fire Station 94 and a limited amount of
equipment and office supplies to the City of Union Gap Station 86 during the Station 94
remodeling project.
