A RESOLUTION authorizing and directing Yakima Transit (YT) to provide Dial -A -Ride
(DAR) service to locations in Union Gap for qualified City of Yakima Residents.
WHEREAS, the City currently provides DAR services through Yakima Transit as part of
their public transportation services; and,
WHEREAS, Yakima Transit owns and leases the DAR vehicles_ to its contractor and
pays for the fuel & insurance to have better control of the cost; and,
WHEREAS, The City of Union Gap Transit System will be offering the same level of
service to its DAR patrons, that is to and from transportation for the DAR authorized residents
of Union Gap; and,
WHEREAS, It is understood that this proposal will not be adding to Yakima Transit's
expenses; and,
WHEREAS, the City Transit Council Committee has recommended that Transit provide
DAR services for City of Yakima DAR authorized residents, transportation to and from the City
Union Gap , and
WHEREAS, it is in the best interest of the City to provide the proposed services to its
residents, keep the operation seamless and customer friendly; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Council of the City of Yakima is hereby authorized and directed to ratify the
proposed DAR services for its DAR authorized residents to and from the City of Union Gap.
ADOPTED BY THE CITY COUNCIL this 18th day of November 2008.

ITEM TITLE: A Resolution Authorizing Yakima Transit (YT) to provide Dial -A -Ride
(DAR) service to locations in Union Gap for the City of Yakima Residents.

SUMMARY EXPLANATION:
Staff respectfully requests the City Council to approve the attached resolution to Authorize YT
and its contractor to provide DAR service to locations in City of Union Gap for qualified residents
of the City of Yakima.
Starting December 1st 2008, Yakima Transit DAR will separate from Union Gap DAR. To
accommodate our DAR passengers seamlessly, YT is proposing to provide the same level of
service it currently does. With this proposal, YT's contractor will be transporting Yakima's
authorized DAR patrons to and from Union Gap.
• After careful considerations it has been determined that having DAR services continue "as is"
starting December of 2008 is not going to create extra expenses for Transit. For our patrons, it
will also eliminate the confusion and difficulty by continuing to book 1 reservation instead of 2 for
the total trip.

The Council Transit Committee endorses this request and recommends that the City Council
adopt the Resolution.

STAFF RECOMMENDATION: Adopt the Resolution authorizing and directing YT to provide DAR
service to locations Union Gap for qualified City of Yakima Residents.
BOARD/COMMISSION RECOMMENDATION: The Council Transit Committee has reviewed
the DAR service issue, has been given periodic updates at their monthly meetings and supports
this request.
