SUMMARY EXPLANATION:
The Yakima Police Department and City of Yakima Legal Department prepared a report on the
current graffiti abatement/enforcement efforts to present to the Council Public Safety
Committee. The Public Safety Committee received and reviewed the report in their September
9, 2009 meeting.

SUBJECT: . Update - Graffiti Enforcement Efforts
The Public Safety Committee has been exploring the myriad of ideas raised at
the graffiti study session. These ideas included the following:
Tighten control of paint sales
Decriminalization of the crime of Malicious Injury to Property- graffiti
Mandatory Minimum Penalties
Enforce YMC 6.50.200
City Work Crew
Civil Action
Increase Use of Graffiti Cameras
Graffiti Hot Line
The following ideas are being pursued:
Discussions with Selah and Union Gap: Mayor Dave Edler is leading the effort to
convince our neighboring cities to adopt restrictive graffiti implement sales
ordinances similar to those adopted by the City of Yakima.
Graffiti Cameras: The Yakima Police Department has purchases additional
graffiti cameras and has installed them in graffiti hot -spots around the City. The
cameras have captured the images of graffiti perpetrators in the act. Those
images have been made into fliers and distributed around the City.
Community Restitution: Archie Mathews has been working with the Juvenile
Justice Center to have juveniles serve their court ordered community restitution
by painting graffiti.

Of the remaining ideas, some were feasible, but require additional staff and
resources to bring them to fruition. Those ideas are not being pursued at this
time due 'to the City's current economic status.
