Yakima County Development 2021 Annual Report Yakima County Development Association (YCDA) Executive Director Jonathan Smith presented the YCDA 2021 Annual Report. 5. Council Reports None. 6. Consent Agenda Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Lund moved and Byers seconded to approve the consent agenda. Public Comment Mike Kay, Director of Camp Hope, shared his concerns about the safe parking lot proposal. Kellie Connaughton, Executive Director of the Yakima Greenway, spoke against the Page 2 of 4 4 proposed safe parking lot site near the Greenway. Lee Murdock, Director of the Homeless Network of Yakima County, urged Council to support the staff recommendation regarding the safe parking lot proposal. Jason Hagler, non-resident, shared his distress about the safe parking lot proposal and questioned the time limit on public comment. Tony Courcy, City resident, spoke on several topics. DEPARTMENT ITEMS 8. 2022 State Legislature Briefing Randy Beehler, Communications & Public Affairs Director, provided a briefing about the 2022 session of the Washington State Legislature, focusing specifically on legislation and issues being discussed during the session that are of particular interest to the City. 9. Discussion of safe parking for individuals experiencing homelessness Interim Assistant City Manager Selby provided a report on the safe parking lot proposal approved at the December 7, 2021 Council meeting, and mentioned the issues surrounding City-owned property east of 1-82. Additionally, he reviewed the unbudgeted costs of utilities, portable toilets/handwashing stations, security, trash disposal and the planning/zoning process related to the properties, as well as other safe parking models in other communities. After Couni discus- n, MOTION: :rown move• and Lune seconded o rescind the mo ion made at the 12/7/21 council meeting that the City will designate parking lot(s)for Homestead Act vehicles on City-owned land east of 1-82 with a behavior management system, contiguous fence, gates, site management and monitoring as well as any other applicable condition as established by formal agreements with other entities or by law. The motion carried by unanimous vote, Macias absent. 10. Other Business MOTION: Brown moved and Cousens seconded to direct staff to work on a proclamation recognizing parents' rights, stakeholder authority and political participation and to declare February as National Parent Leadership Month and present it to the Council on the February 15th business meeting for consideration. The motion carried by unanimous vote, Macias absent. Councilmember Byers stated she does not want the discussion about those experiencing homelessness and living in RV's to drop off the radar.Assistant Mayor Lund advised the Homeless Network is working on a pilot program and perhaps those interested could contact them. Councilmember Brown mentioned other cities who have signs with QR codes to donate to homeless organizations to discourage panhandling. City Manager Harrison will send information related to signage to Councilmembers. MOTION: Byers moved and Cousens seconded to have a Study Session on the issue of RV parking for those experiencing homelessness. The motion carried by unanimous vote, Macias absent. Adjournment MOTION: Lund moved and Byers seconded to adjourn to a City Council study session on February 8, 2022, at 5 p.m. in the Council Chambers. Pu None. 3. Black History Month proclamation Mayor Deccio proclaimed the month of February 2022 as Black History Month. Ester Huey and Eric Silvers accepted the proclamation. 4. Review and update Council Rules of Procedure City Attorney Watkins shared a PowerPoint presentation on recommended changes to the Council Rules of Procedure. Ms. Watkins proposed changes to Section G: Procedure - Debate. MOTION: Byers moved and Deccio seconded to add the language to section G. The motion carried by unanimous vote, Lund absent. Council members discussed the public comment section 1(4). MOTION: Deccio moved and Cousens seconded to continue having public comments limited to what is on the agenda. After further discussion, the motion failed by unanimous vote, Lund absent. Ms. Watkins stated the procedure will revert back to allowing public comment on any topic. MOTION: Cousens moved and Brown seconded to have the maximum time of 35 minutes for public comment. The motion carried by unanimous vote, Lund absent. MOTION: Byers moved and Herrera seconded to change the speaker time permanently to two and a half minutes. The motion carried by unanimous vote, Lund absent.After further discussion regarding proposed public comment changes, MOTION: Herrera moved and Byers seconded to add the additional suggested changes to the Rules of Procedure. The motion carried by a 5-0 vote, Macias temporarily absent and Lund Page 1 of 2 7 absent. City Attorney Watkins reviewed the proposed changes regarding attendance. MOTION: Byers moved and Brown seconded to accept all of the changes in terms of absences. The motion carried by unanimous vote, Lund absent. Council members discussed staff's recommendation regarding letters of support. MOTION: Byers moved and Brown seconded to add this recommendation to the Rules of Procedure. The motion carried by unanimous vote, Lund absent. City Attorney Watkins reported there are no suggested changes to the censure section; however, this topic may need revisiting depending on a current case in the Supreme Court. After additional discussion, MOTION: Cousens moved and Byers seconded to make the remaining redline changes and bring back a final version for approval. The motion carried by unanimous vote, Lund absent. 5. Adjournment MOTION: Cousens moved and Byers seconded to adjourn to the next Council regular meeting on February 15, 2022, at 5:30 p.m. in the Council Chambers at City Hall.
