SUBJECT: Update on Funding Strategy, Timing, Sequence and Cross-section for
North First Street Improvement Project
Financial Plan —
• The "Southern Phase" of the project (North First Street from MLK Blvd to N Street) will be
funded by a City General Obligation bond of approximately $8 million, which City Council
endorsed on July 15, 2014
• The City has the capacity to issue $8 million in debt without any fee or tax increases. Annual
debt service for a 20 -year bond for $8 million would be approximately $615,000.
• The Southern Phase is proposed to be constructed using City funds and would not be a federally
sponsored project.
• The "Northern Phase" of the project (North First Street from N Street to SR 12) is already
funded by a Surface Transportation Program (STP) grant $3.4 million including City matching
funds. These are federal funds, and require necessary compliance documentation or restrictions
for spending. An example of these requirements is environmental review is subject to National
Environmental Policy Act (NEPA) rather than SEPA.
Timing and Sequencing
• A General Obligation bond for $8 Million could be issued in 2015, to enable construction to start
on Southern Phase in 2015. This strategy would initiate the Southern Phase of the project (North
1st Street from MLK, JR Blvd to N Street) in late 2015 or 2016.
• Street construction plans and topographic survey have not been prepared for the Southern Phase
of this project. A civil engineering firm needs to be hired to prepare these plans to ensure a
spring 2015 construction strategy.
• Federal funds of $2,718,000 Surface Transportation Fund, STP for construction of Northern
Phase has been delayed until at least 2016. The construction design should be complete by the
end of 2014 and ready for bid process, when funds become available. the City's match is
$424,200,
• Funds received from the Lincoln Avenue Underpass settlement of $500,000 has been target to
the North First Street Improvement project.
Design Options
The engineering plans for the Northern Phase are at a 30% design phase. The consultant has developed
three alternate scenarios for City Council consideration, based upon preliminary comments expressed at
the City Council Built Environment Committee on August 214. The plans are shown on the attached
page.
The option to construct marked bike lanes was discussed at length during the Built Environment
Committee meeting. The City is not required to provide bike lanes. However, if separate bike facilities
are not provided, cyclists will either ride in the travel lane or on the sidewalk Given the volume of total
vehicles and large trucks, safety of the cyclists is a concern
The options range from including a 5' marked bike lane on each side, to providing only 12' lanes with
no bike facilities There are benefits and drawback with each design, as discussed at the Built
Environment Committee If the City Council wishes to ban bicycles from North First Street, it would
take an ordinance to do so and is subject to enforcement. Please provide staff with direction so the
engineers may proceed with engineering decisions.
Utility Line Relocation Underground — Franchise Issues
Improvement of the North 1st Street corridor has established the undergrounding of utility lines as a
priority to reduce visual clutter, modernize the appearance and provide a safe, upgraded utility
environment City staff and the engineering consultant (HDJ Engineers) has been evaluating the options
for the relocation of utilities to underground Our preferred location for franchised utilities would be out
of the travel lanes. City utilities may be located along the curb lane. Street lights, pedestrian lights and
traffic signs may be located behind the face of curb, aligned with the street tree wells. Private utilities
are preferred behind the back of sidewalk

The engineers, HDJ, are reviewing the existing utility locations and beginning to work with the
providers to develop optional strategies for maximizing our effort to relocate utilities underground
where possible. Some private property owners may be required to upgrade their service panels under
some design options. More definition will be provided as the engineers move beyond the 30% design
phase.
Next Steps
The engineers are planning an Open House on Tuesday September 23rd at the Yakima Hotel &
Conference Center, 1507 North First Street. The Open House is scheduled between 5 — 7 PM and is
designed to provide a follow-up opportunity for the adjoining property owners. There will be no separate
City Council briefing at that Open House. However, Council Members are welcome to attend.

ATTACHMENT 2: ACCIDENT HISTORY FOR NORTH FIRST STREET
Background
At the City Council Built Environment Committee meeting of August 21, 2014, staff was
requested to present accident history of the North 1st Street Corridor, to assist in selecting
a preferred cross section design. Staff has prepared Tables 1 and 2 (below) that
summarize the accident history of the North First Street corridor from 2004 to 2013,
based on accidents reported to WSDOT. The North 1st Street corridor is not a high
accident location. The improvement project is targeted to primarily improve the
appearance of the corridor, improve pedestrian safety and comfort, and eliminate
unnecessary driveways. While there are not a lot of collisions, there were 2 bicycle
accidents which resulted in serious injury and one pedestrian fatality. In the period 2001
— 2003 there were 2 additional pedestrian fatalities near N Street
