Council Budget Committee OECD Conference from (2'f1oor) City .Mall Thursday, September 17, 2009 4:00 — 5:00 p.m. Meeting Minutes Attendance: Council Members: Micah Cawley, Kathy Coffey, Maureen Adkison Staff: Dave Zabell, Randy Beehler Discussion: ➢ Intergovernmental Agencies: Dave Zabell reviewed the 2010 Preliminary Budget for the Intergovernmental Agency assessments, as these are not discretionary; the 2010 Preliminary Budget figures were accepted as presented. Staff proposed no funding for the Yakima Basin Storage Alliance (Black Rock) in the 2010 budget due to an unfavorable federal environmental report; committee agreed. ➢ The Committee had considerable discussion concerning Outside Agency requests for funding. Management proposed a 1/3 reduction to Outside Agency funding; the Budget Committee voted unanimously to recommend to the full Council a 50% reduction for all funding to Outside Agencies. ➢ A new request for funding from State Fair Park for $75,000 was declined by the committee due to awareness of other funding sources available to State Fair Park. The Committee will recommend to the full Council to decline this request for funding. The BCNA has some disagreements with the findings and recommendations of the study but agree that the majority of their concerns are addressed and the process should move forward. Staff is to develop an implementation plan based on the recommendations of the study, neighborhood comments by mid - October. A ballot will be developed for neighborhood property owners to vote on whether they want traffic calming; and, if so, are they willing to pay for traffic calming measures beyond what can be implemented with the $50,000 set aside by the city. The ballot is to be sent out in November with responses to be back within two weeks. The exact level of a passing vote has not yet been determined but is expected to be in the range of 50% of a significant portion of the neighborhood. Gary Forester informed the Committee of the BCNA's concurrence to the process.
