Union Gap staff: Bill Rathbone
Airport Overlay Interlocal Agreement (ILA)
Staff from the both the City of Yakima and the City of Union Gap have completed their
reviews of the ILA and the documents will proceed to both Councils in the near future.
Summary of Proposed Amendments to Urban Area Zoning Ordinance
Joan Davenport reviewed a list of suggested amendments to the Urban Area Zoning
Ordinance that the City of Yakima recommends for action. Billboard restrictions to be
consistent with proposed Union Gap actions for Ahtanum Road, Washington Avenue and
0 Valley Mall Boulevard are on the list. Commissioner Leita said the County staff would
review the list. He said the timing of the process will determine which Planning
Commission will deal with the amendments. Dave McFadden (Yakima County
Development Association) submitted written comments on the second suggested
amendment which deals with proposed changes to the Regional Development Zone and
the Light Industrial Zone. Commissioner Leita asked the respective staffs to review and
dialog about the amendments. The issue can be brought back to the Intergovernmental
Committee for endorsement and will be forwarded to the various councils.
Washington Heights Annexation
Bruce Benson reviewed an expanded Washington Heights annexation request.
Commissioner Leita asked why the annexation does not encompass the area to Coolidge
Road. Bruce said the property owners had been contacted previously but not enough
were in favor of the annexation to include that portion in the annexation. The
Commissioner suggested the City and County could consider an annexation policy that
makes good planning sense, even if there is resistance from the community. Mayor Edler
said that Council could discuss modes of annexation, possibly at a study session.
Councilmembers Ensey and Lover agreed that the Council should discuss annexation
policies. Mayor Edler asked if Vern Redifer could share the County's road analysis with
Council when a study session occurs. Vern would like to talk about the DID issue also.
Update on Performance Park
Vern Redifer reported that the bids on Performance Park came in considerably lower than
0 expected. The County asked if the City would consider a change order to continue the
streetscape improvements west to 1 Street, rather than stopping mid -block between 2nd
and 1 Streets as previously designed. However, the County will not loan funds for the
ill
extension. They asked for the City's decision within the next two weeks.
Intergovernmental Committee — Items Pending
The Committee discussed and reordered the July 7, 2009, items pending list. The updated
list is attached to these minutes.
The next meeting of the IGC
Mayor Edler and Commissioner Leita agreed that budgets are a very high priority at this
time, and that will affect the ability of the IGC to meet in the near future. Commissioner
Leita went on to say that the IGC will need to meet before the end of the year if the City
feels a need to dialog about the RPC issue. Mayor Edler said the City will have some
issues to discuss, including a plan to move forward.
