Update regarding DOE Consent Decree Process for Tiger Oil

Representatives from the Central Regional Office of the Department of Ecology will present to
the Yakima City Council a summary of the status of the environmental actions on the Tiger Oil
Site located at 2312 West Nob Hill Boulevard. The Department of Ecology issued an Amended
Consent Decree and SEPA process on July 2, 2014 to re-initiate clean up activities. Previous
clean up orders were never completed by the property owners.
In order to implement environmental cleanup activity and enable redevelopment, the City of
Yakima purchased the abandoned, dilapidated former Tiger Oil properties in April of 2014.
Purchase price for the four properties was $1.2 million, which included over $300,000 in
insurance funds for cleanup.
The former Tiger Oil Convenience Store and Gas Sales facility at 2312 West Nob Hill Boulevard
was constructed in 1978. The site is zoned B-2, Local Business and consists of a 22,823
square foot parcel (0.52 acres) with a vacant 2,400 square foot wooden frame convenience
store in poor condition, as well as concrete pads and kiosk from the former gasoline pump
islands. The entire site is paved with asphalt. A pole sign with no sign face was removed from
the property. The City of Yakima has applied for a Remedial Action Grant for $500,000 to fund
clean up activities

Notice of Proposed Consent
Decree and Cleanup Action Plan
The Washington State Department of Ecology (Ecology) is
proposing to enter into a Consent Decree with the City of Yakima
(City) to clean up the Tiger Oil Site (Site) located at S. 24th
Avenue and W. Nob Hill Boulevard in Yakima. The City recently
purchased the property. This Decree would replace the previous
Decree with Tiger Oil Corporation (Tiger) and Federated Service
Insurance Company.
The Determination of Non -Significance (DNS) Ecology issued for
the previous Decree extends to this Decree, as the work required is
the same.
Public Comment Invited
Ecology is asking for your comments on the proposed Consent
Decree and draft Cleanup Action Plan. The Tiger Oil 24th Ave
and W Nob Hill Site is located at 2312 W Nob Hill Boulevard, in
Yakima. You are invited to:
• Review the proposed Consent Decree and draft Cleanup Action
Plan.
• Send your comments to Ecology for consideration. Comments
will be accepted July 2, 2014 through August 1, 2014.

Site Background
From 1982 to1984, approximately 20,000 gallons of petroleum
product leaked from the underground storage tank system at the
retail petroleum station. The petroleum has contaminated the soil
and groundwater both at the Site and on adjacent properties. Tiger
Oil Corporation purchased the station in October 1987. The
leaking tanks have since been removed, and 700 tons of
contaminated soil was transported off-site. An interim remediation
system, consisting of a groundwater and soil vapor extraction
(SVE) system was operated from 1995 through 2006 to reduce the
level of soil and groundwater contamination and to prevent

contamination from moving onto adjacent
properties. Unfortunately, that system failed.
Cleanup actions initiated by Tiger have been
stalled by litigation. However, with the City's
purchase of this property, cleanup can begin once
again.
Cleanup Action Plan
Ecology and the City have developed a Cleanup
Action Plan to address the contamination. Plans
include removal of contaminated soil,
bioremediation efforts for soil and groundwater,
soil vapor controls, and continual groundwater
monitoring. The need for further cleanup work
will be assessed following contaminated soil
removal.
Why This Cleanup Matters
Petroleum contains many chemicals that are
harmful to human health and the environment,
including benzene, a known carcinogen, as well
as toluene, ethylbenzene, and xylenes.
What Happens Next?
Ecology will review all comments received. At
the end of the comment period, Ecology will
respond to comments in a responsiveness
