City /County Procurement Merge
Sue Ownby reported the go live date for the merged divisions is November 1.
Commissioner Leita said that due to the procurement merge process, the Commissioner's
asked the County's technology director to draft a white paper concerning the possibility of
merging City and County technology services. Copies of the white paper were distributed.
Airport Overlay Interlocal Agreement (ILA)
Commissioner Leita reminded that the proposed ILA was distributed at the last meeting of
the Committee, and that the agreement designates Yakima County as the lead SEPA
official pursuant to a verbal agreement between the City of Yakima and Yakima County.
He pointed out some changes that the County will make to the ILA due to their recent
action on the RPC. He further stated that the County has not heard reaction to the draft
from either the City of Yakima or the City of Union Gap. He wants both cities to join the
County in approving the ILA by resolution, preferably by the end of September, or to at
least forward recommendations that can be considered at the next meeting of the
Intergovernmental Committee. Mayor Edler asked for an updated draft and said the city
will work hard to accomplish this goal by the end of September. Commissioner Leita said
that if additional time is needed, either for the ILA or to reconsider the city's verbal
acceptance of County as lead SEPA agency, that is fine. He said the ASO will probably be
the first document to be considered in the new review process, as compared to the West
Valley Neighborhood Plan which will continue through the current RPC process.
The next meeting of the Intergovernmental Committee is scheduled for Tuesday,
September 22, at 3:00 p.m.
