Present: Mayor Janice Deccio, presiding,Assistant Mayor Soneya Lund (attending virtually

4. Open Discussion for the Good of the Order
A. Mayoral Proclamation of Emergency and Order regarding Winter Weather
City Manager Harrison reported Governor Inslee earlier this year declared a State of
Emergency related to winter weather, and if the City has an emergency declaration in place the
City would be in a position to recover federal funds to offset the emergency response to the
storms if a reimbursement is authorized.
The City Clerk read the resolution by title only.
MOTION: Lund moved and Cousens seconded to adopt the resolution. The motion
carried by unanimous vote.
RESOLUTION NO. R-2022-009,A RESOLUTION ratifying and confirming the Mayor's
Proclamation of Emergency and Order regarding a state of emergency in the City of Yakima
due to severe winter weather.
B. Presentations/ Recognitions/ Introductions
i. Presentation from Yakima Valley Trolleys
Ken Johnsen, President of the Yakima Valley Trolleys, presented the Yakima Valley Trolleys
2021 Annual Report. Larry Fournier, Treasurer of the Yakima Valley Trolleys, thanked the City

for helping with maintenance and operating costs to keep the Trolleys.
C. Appointments to Boards, Commissions and Council Committees
Greenway request for Council member to serve on Board
City Manager Harrison reported the Yakima Greenway has requested a Council member be
appointed to an ad-hoc position on the Yakima Greenway Board.
MOTION: Lund moved and Byers seconded to appoint Councilmember Cousens to
the Greenway Board. The motion carried by unanimous vote.
5. Council Reports
None.
6. Consent Agenda
Mayor Deccio reminded Council that they were provided a corrected version of the ordinance
on item 6E prior to tonight's meeting. Mayor Deccio referred to the items placed on the
Consent Agenda, questioning whether there were any additions or deletions from Council
members present. There were no changes. The City Clerk read the Consent Agenda items,
including resolutions and ordinances, by title. (Items on the Consent Agenda are handled
under one motion without further discussion—see motion directly below.)

C. Resolution ratifying a grant application to the Washington State Department of
Commerce for funding to support Group Violence Intervention Strategies
RESOLUTION NO. R-2022-010,A RESOLUTION ratifying an Interagency Agreement with
the Washington State Department of Commerce to provide Justice Assistance Grant funds to
reduce gun and gang violence in Yakima County.

for the purpose of removal of archaic statutory language, removal of duplicative
statutes, and/or updating statutes
ORDINANCE NO. 2022-001,AN ORDINANCE amending the City of Yakima Municipal
Code Chapter 5.49, Chapter 6.45, Chapter 6.47, Chapter 6.68, and Chapter 6.75 for the
purpose of removal of archaic statutory language, removal of duplicative statutes, and/or

8. Presentation and Resolution authorizing a Memorandum of Understanding with Single Track
Alliance of Yakima for the development and construction of a bicycle pump track at Randall
Park
Ken Wilkinson, Parks and Recreation Manager, introduced the item. Will Hollingberry of
Single Track Alliance of Yakima (STAY)answered questions about the bicycle track and noted
the track will have an ADA component for wheelchair accessibility.
The City Clerk read the resolution by title only.
MOTION: Cousens moved and Macias seconded to adopt the resolution. The motion
carried by unanimous vote.

Councilmember Herrera asked about the Martin Luther King Jr. swimming pool. City Manager
Harrison noted several years ago there was an initial feasibility study that identified a location
and concepts for the pool. Councilmember Cousens reported the previous Council put together
a team,which included interested community members and the City Manager, which met a few
months ago. They are working to obtain public and private funding in order to move this project
forward.
10. Other Business
MOTION: Brown moved and Cousens seconded to add to the February 1,
2022 business meeting agenda a discussion on the previous Council's decision on
safe parking lots. The motion carried by unanimous vote.
11. Adjournment
MOTION: Lund moved and Macias seconded to adjourn to a City Council study
session on January 25, 2022, at 5 p.m. in the Council Chambers. The motion carried by
unanimous vote. The meeting adjourned at 6:28 p.m.

3. Economic Development update
Interim Assistant City Manager Selby provided an update on Economic Development efforts
underway in the City related to the following:
• Affordable Housing
• Convention Center
• Surplus Downtown Properties
• Airport
• Available Properties
• Tax Increment Financing
• Economic Development Planning
4. Discussion about adopting an affordable housing incentive program
Interim Assistant City Manager Selby reviewed a proposed affordable housing incentive
program that is a requirement of the Connecting Housing to Infrastructure Program grants the
City applied for to support the development of 100 units of affordable housing in
Yakima. Councilmember Byers asked if single family homes would be included in the
incentive program. City Attorney Watkins reported they would not be as the properties will
have a 50-year covenant to remain affordable, which may restrict single family homeowners
from selling in the future.

5. Summary of vacant building safety project
Glenn Denman, Code Administration Manager, provided a report regarding the Codes
Division enforcement of the International Property Maintenance Code as part of a citywide
vacant/dangerous building safety project. Mr. Denman reported on the enforcement process,
prioritization, potential ordinance changes and next steps, as well as examples of recent
cases.
6. Parliamentary procedure basics
Randy Beehler, Communications& Public Affairs Director, reviewed parliamentary procedure
basics.
7. Adjournment
MOTION: Lund moved and Brown seconded to adjourn to the next City Council
regular meeting on February 1,2022, at 5:30 p.m. in the Council Chambers. The
motion carried by unanimous vote, Byers and Cousens absent. The meeting adjourned at
6:22 p.m.
