Roll Call Present: Mayor Janice Deccio, presiding,Assistant Mayor Soneya Lund and Councilmembers Matt Brown, Patricia Byers, Holly Cousens (attending virtually via Zoom), Danny Herrera and Eliana Macias (attending virtually via Zoom) Staff: City Manager Robert Harrison, City Attorney Sara Watkins and City Clerk Sonya Claar Tee 2. Public comment (allow 15 minutes) None. 3. Mobile Community Assertive Treatment Team (MCAT) City Manager Harrison reported the City is looking for alternative means of service with Comprehensive Mental Health for the homeless population and mental health issues. Deputy Fire Chief Goldsmith shared a presentation regarding the potential implementation of a Mobile Crisis Assistance Team (MCAT). MCAT is a specialized team of mental and medical health professionals that provide care and resources to people in a crisis outside the scope of emergency services. City Manager Harrison explained the City has applied for grant funding to implement this program; however, if the grant is not successful, they may look at using ARPA funds. 4. Incident reimbursement fees by EF Recovery LLC Fire Chief Markham shared a presentation regarding a Response Recovery Program that is available to provide cost recovery for certain selected Fire Department response incidents. City Manager Harrison stated this topic is carried over from a conversation with Council last year as part of the budget and what level of subsidy or tax money should pay for some of these services.After Council discussion, MOTION: Lund moved and Byers seconded to bring this issue back for additional discussion in May. The motion carried by unanimous vote. 5. Boards & Committees Page 1 of 3 437 City Manager Harrison shared a report indicating Council member preferences for boards and committees. Council members reviewed the report and made the following appointments: • Nominating Committee (changed from alternating members to set members for the next two years): Cousens, Brown, Byers and alternate Macias • Ad Hoc Downtown Master Plan Workgroup: Lund • GRIT Steering Committee: Brown, Herrera, Macias and alternate Deccio • Yakima Valley Tourism Board of Directors: Byers and alternate Deccio • Hotel/Motel Commission/TPA: Deccio • Lodging Tax Advisory Committee: Byers and alternate Deccio • Capitol Theatre Board: Deccio and alternate Lund • Choose Yakima Valley(YCDA): Brown and alternate Herrera • Yakima Chamber of Commerce Board: Brown and alternate Byers • Supporting Investments in Economic Diversification Board (SIED): Deccio • Yakima Valley Conference of Governments (YVCOG) Executive Board: Byers and alternate Brown • Yakima Regional Clean Air Board: Deccio and alternate Cousens • Yakima County Board of Health: Byers • Yakima County Solid Waste Advisory Committee: Lund • Local Emergency Planning Committee: Cousens • Yakima County EMS Trauma Care Council: Herrera • Yakima Basin Fish & Wildlife Recovery Board: Byers and alternate Lund • Yakima Basin Integrated Plan: Brown • TRANS-Action: Byers and alternate Herrera • Sports Commission: Herrera and alternate Lund • Morelia Sister City Committee: Macias and alternate Herrera • Seniors Inc. Adjournment MOTION: Lund moved and Byers seconded to adjourn to the next City Council regular meeting on January 18, 2022, at 5:30 p.m. in the Council Chambers. The motion carried by unanimous vote.
