Update regarding the proposed Indoor Pool Facility

At the June 3rd City Council meeting, staff was directed to compile additional information
regarding the proposal for a new Indoor Pool Facility. A more indepth review and study of the
project was to include identifying partners that would participate in the project with the City,
funding sources, site visits, community input and the formation of an Advisory Committee to
define the scope of the project, potential costs and site locations. In the 2013 Citizen Survey,
Yakima received a 37% positive rating for its recreation centers or facilities. Yakima ranked 228
out of 231 comparable cities.
With the assistance of USA Swimming Association, the enclosed informational sheet is intended
to identify a process of charting an effective course of action for the City to take to determine the
viability of a new aquatic facility within our community. The extensitive process follows the City
Council's direction in that it includes forming partnerships, connecting with the community,
conducting site visits, and calculating staffing costs, expenses, and income potential.
Later this year, USA Swimming will be hosting a two-day conference in Portland on October
11th and 12th. This would be a great opportunity for staff and City Council members to
attend as the conference will focus on programming for sustainability, costs to build and
operate, building and design methods, ideas for expanding and renovating, and case studies of
actual projects. The conference brochure has been enclosed.

Key points from USA Swimming
• The process of planning and building a new aquatic facility can and will be intimidating and
confusing
• Validation is needed from the community for the type of facility that is planned
• Never build a single use facility
• Explore ALL possibilities for community service and aquatic programming
Step #1 VALIDATE THE NEED
1. Research the needs of the community (citizen surveys).
2. Discuss with community members (advisory committees).
3. Visit other sites in the area. Identify the most successful models.
4. Establish a Missions and Values Plan.
5. Identify user groups.
6. Collect census data.
7. Access recent demographic studies.
8. Identify proposed programs and operations. Facility design should be program driven.
Step #2 PLAN THE FACILITY
1. Identify the facility program elements and options.
2. Identify how the project will be funded (formation of potential partnerships).
3. Estimate total square footage needed and identify construction cost using per square foot
amount.
4. Calculate staffing costs, expenses and income potential.
5. Develop preliminary 5 -year financial pro -forma.

1. Identify all possible locations need to be identified.
2. Size, layout of the land, zoning requirements, available utilities, soil samples, traffic flows,
accessibility, etc. need to be identified.
Step #5 FORMULATE A BUSINESS PLAN
1. Create a business plan and a sketch of the facility design.
2. Apply for grant funds, if grant funds are available.
3. Create an organizational chart.
4. Further refine costs.
5. Develop the customer service plan.
6. Summarize financial needs and revenue model.
Step #6 FACILITIES INFORMATION
1. Describe the space required, costs to purchase or lease property, expansion time table.
2. Search for a Design Build team.
3. Secure all financing.
4. Formalize all legal aspects, contracts, governance, state and federal requirements.
5. Contract with a firm to make preliminary drawings and cost estimates.
The team of advisors should be: Consultants, Owners, Community Partners, Architect,
Engineers, Builders & Contractors, Equipment Manufacturers, and local Health Department.

The Regional Build -A -Pool Conferences are conducted by our USA Swimming Facilities Development staff
to address the dual challenges of building new pools and maintaining existing pools. To date these conferences
have played a role in the development of over 80 new facilities and assisted more than 100 additional facilities
to program more profitably. Our professional providers have also played a major part in these successes.
WHAT TO EXPECT
Regional Build a Pool Conferences focus on programming for sustainability, costs to build and operate, building
and design methods, ideas for expanding and renovating and case studies of actual projects. Conferences are
usually conducted in a 1 & 1/2 day format but we occasionally present a 1 day version. Attendees receive a 4 gig
flash drive with all materials presented plus lots of supporting information.
1— The first 1/2 of day 1 concentrates on PROGRAMMING PRECEEDING DESIGN and the business of aquatics.
1— The second 1/2 of day 1 focuses on 3 case studies and modern design options for efficiency and
effectiveness.
L The second day morning is all about making pools sustainable and developing an Enterprise Plan as the
precursor to the business plan and feasibility study.
1— There is a new option for the second day after lunch. We will help you develop a power point presentation to
use at home to explain the programming and project.
