RE: FY 2011 Federal Appropriations Requests
The city council is scheduled to adopt the 2010 Federal Legislative Agenda on March 2, 2010.
However, the deadlines for appropriations are due to congressional offices on February 19 and
26. While we have presented a preliminary list of issues at some committee meetings, this item
is listed for discussion at the February 16 meeting under Other Business, in order to ensure that
the full council is briefed on the proposed appropriations requests. There are no new projects
being submitted this year. All of the following have been submitted by the city in prior years,
and some have received funding.
Department of Justice - COPS Tech Appropriation for Yakima County Integrated
Public Safety System -- $750,00 —PUBLIC SAFETY PRIORITY
The city has received two earmarks of $500,000 each in 2008 and 2009. $750,000 will
• complete the project. IPSS is an integrated system for Computerized Aided Dispatch, Mobile
Data, Law Enforcement Field Reporting, Law Enforcement Records, Prosecutors Processing and
Corrections. COPS Tech funds will ensure that critical data will be accessible by all law
enforcement agencies in the county, streamlining the operations and enhancing the abilities of
our Public Safety agencies throughout the county
Housing & Urban Development (HUD) Appropriation -- Yakima Sawmill
Redevelopment Project -- $3,000,000 —
ECONOMIC DEVELOPMENT PRIORITY
The city requests $3,000,000 to provide loan capital property acquisition funds that will
accelerate redevelopment of the site and benefit the surrounding neighborhoods.
Redevelopment of this former sawmill and plywood plant is moving forward, boosted by a
commitment from the State of Washington in 2009 for up to $25 million of tax increment
financing. The City and property owners are developing a master plan for over 200 acres of
interstate frontage property.
Transportation Appropriation - Martin Luther King, Jr. Boulevard Underpass--
$2,000,000,
The Lincoln Avenue underpass will begin construction this spring, but the city is short of funds
to ensure construction of the second underpass (MLK), which could begin following completion
of Lincoln Avenue in 2011. While we have a grant application pending, Senator Murray's office
has encouraged us to submit a final earmark request as a contingency measure, in the event
that other applications are not funded.

Transportation Appropriation and Reauthorization Project —
GATEWAY-TERRACE HEIGHTS REDEVELOPMENT CORRIDOR -- $2,000,000 —
Submitted by Yakima County
This is a joint project with Yakima County, and they are making the submittal. $2,000,000 will
be split evenly to cover costs for environmental, design, and right of way acquisition for each
section of this regional project.
HUD Appropriation-- Yakima Downtown Futures Initiative -- $1,000,000
$1,000,000 to help fund a continuation of the Yakima Downtown Futures Initiative Project,
including components of the core area connectors that were not fully funded by the state and
our local CDBG funds.
Transportation Appropriation -- William 0. Douglas Trail Property Acquisition -
$350,000.
This project was submitted in 2008, but not in 2009 due to other issues with the trail that have
since been resolved. The Cowiche Canyon Conservancy has requested that the city resubmit
this request to acquire property within the urban area for the trail project.
