ITEM TITLE: 2022 State Legislature Session Briefing

SUMMARY EXPLANATION:
At its January 18th regular meeting, the City Council will be provided an update on the 2022
Washington State Legislature session, which began on January 10th. The 60-day"short"
session will focus on any necessary supplements to the biennial budget adopted during the 2021
session as well as other normal business of the legislature.
The January 18th briefing will include a review of the City's 2022 State Legislative Priorities
(attached) and other legislative issues of interest to the City. The briefing will be presented by the
City's Communications & Public Affairs Director, Randy Beehler, and the City's Olympia
lobbyists, Luke Esser and Nick Federeci.

State Legislative Priorities
Actively Pursue
1. Regulatory and legislative advocacy to preserve community access to health care
services, including additional funding for mental health response assistance to local
governments (i.e. Trueblood grants)
2. Legislation and state funding designed to address the high rate of domestic violence
present in Washington State
3. Funding for future construction of an outdoor pool at MLK, Jr. Park
4. Increased state funding in the Affordable Housing Trust Fund, funds for affordable
housing, and funds to reduce homelessness
5. Legalization of automated monitoring and citation for speeding on city streets by
cameras that capture speed and license plate numbers
Support
1. Efforts to clarify and/or modify police reform legislation adopted during the 2021 state
legislative session
2. Development of a comprehensive transportation funding package that includes additional
resources for cities
3. Efforts by Orthopedics Northwest PLLC to secure a "Certificate of Need”from the
Washington State Department of Health to allow for surgical procedures to be performed at
the former Astria Regional Medical Center facility
4. Replacing the one percent property tax revenue increase limit with a limit tied to cost drivers

- Amendments to the WSDOT budget in order to ensure completion of committed projects in
the Connecting Washington transportation package
- Legislation providing greater flexibility in the use of public funds for economic development
purposes
- Cuts to intergovernmental shared revenue
