Roll Call Present: Council Members Matt Brown, Patricia Byers, Holly Cousens (virtually via Zoom), Janice Deccio, Danny Herrera, Soneya Lund (virtually via Zoom) and Eliana Macias (virtually via Zoom) Staff: City Manager Robert Harrison (virtually via Zoom), City Attorney Sara Watkins and City Clerk Sonya Claar Tee Councilmember Byers stated pursuant to the Governor's Proclamation, everyone is required to wear a faces:nvPring. 2. Oath of Office for Newly Elected Council Members City Clerk Claar Tee administered the Oaths of Office to newly elected Councilmembers Matt Brown, Janice Deccio and Danny Herrera. Election of Mayor B. Election of Mayor Councilmember Macias nominated Councilmember Deccio for Mayor. Councilmember Brown nominated Councilmember Byers for Mayor. Councilmember Deccio was voted in as the new Mayor with a 4-3 vote; Brown, Byers and Cousens voting no. Election of Assistant Mayor(Mayor Pro-tern) C. Election of Assistant Mayor Mayor Deccio nominated Councilmember Lund for Assistant Mayor. Councilmember Byers nominated Councilmember Cousens for Assistant Mayor. Councilmember Byers nominated herself for Assistant Mayor. Councilmember Lund was voted in as the new Assistant Mayor with a 4-3 vote; Brown, Byers and Cousens voting no. 4. Proclamations Day of Service proclamation Councilmember Macias proclaimed the Martin Luther King Jr. Holiday as a Day of Service, and Anthony Peterson accepted the proclamation. ii. School Board Recognition Month proclamation Councilmember Cousens proclaimed the month of January 2022 to be School Board Recognition Month. Yakima School Board President Martha Rice and Board Member Norm Walker accepted the proclamation. B. Appointments to Boards, Commissions and Council Committees Boards& Committees City Manager Harrison stated there are a number of ways Council can go through this process. He suggested Council members could let his office know the top five committees they are interested in, prioritize them and staff can bring back a report next week.After discussion, MOTION: Byers moved and Herrera seconded to poll Council members for their top five priorities and staff can accumulate the information on a spreadsheet for Council's review at the next meeting. Resolution accepting a $30,000 grant from Supporting Investments in Economic Development for the Division &3rd Ave Traffic Study Project 2598 RESOLUTION NO. R-2022-007,A RESOLUTION authorizing acceptance of a Yakima County Supporting Investments in Economic Development(SIED) Grant for the Division &3rd Ave Traffic Study project. J. Resolution authorizing the City Manager's authority to resolve and settle any claims against or by the City of Yakima in an amount of$100,000 or less, and to execute all documents necessary for such claims. Public Comment Luz Bazan Gutierrez, City resident, informed Council there will be a Cinco de Mayo event this year on a smaller scale. She also shared the importance of diversity on Council committees. CITY MANAGER UPDATE 8. Discussion regarding in-person meetings or Zoom only meetings Page 3 of 4 5 City Manager Harrison asked Council what their preference is on in-person hybrid or Zoom meetings.After Council discussion, MOTION: Byers moved and Cousens seconded to move to hybrid Council meetings going forward. The motion carried by unanimous vote 9. Other Business Councilmember Macias congratulated Mayor Deccio and Assistant Mayor Lund on their new roles and welcomed the newly elected Council members. 10. Adjournment MOTION: Byers moved and Macias seconded to adjourn to a City Council study session on January 11, 2022 at 5:00 p.m. The motion carried by unanimous vote. Roll Call Present: Mayor Janice Deccio, presiding,Assistant Mayor Soneya Lund and Councilmembers Matt Brown, Patricia Byers, Holly Cousens (attending virtually via Zoom), Danny Herrera and Eliana Macias (attending virtually via Zoom) Staff: City Manager Robert Harrison, City Attorney Sara Watkins and City Clerk Sonya Claar Tee 2. Mobile Commu ' y Ass 've Treat t T (MCAT) Ili City Manager Harrison reported the City is looking for alternative means of service with Comprehensive Mental Health for the homeless population and mental health issues. Deputy Fire Chief Goldsmith shared a presentation regarding the potential implementation of a Mobile Crisis Assistance Team (MCAT). MCAT is a specialized team of mental and medical health professionals that provide care and resources to people in a crisis outside the scope of emergency services. City Manager Harrison explained the City has applied for grant funding to implement this program; however, if the grant is not successful, they may look at using ARPA funds. 4. Incident reimbursement fees by EF Recovery LLC Fire Chief Markham shared a presentation regarding a Response Recovery Program that is available to provide cost recovery for certain selected Fire Department response incidents. City Manager Harrison stated this topic is carried over from a conversation with Council last year as part of the budget and what level of subsidy or tax money should pay for some of these services.After Council discussion, MOTION: Lund moved and Byers seconded to bring this issue back for additional discussion in May.
